Meeting Minutes

July 27, 2010

Chairman Holmes called the meeting to order at 7:00 pm and opened the Public Hearing for Tuttle.

 

 

 

 

PUBLIC HEARING

Larry Tuttle - 130 Millard Bassett Road, Fulton

Tax Map # 288.04-01-02.01

 

Larry Tuttle and daughter Jamie Virkler are requesting a Use Variance from the Board to operate a Bed & breakfast establishment in a residentially zoned area.  Mrs. Virkler explains that there is some confusion as to how their proposed business fits the categories listed in the Zoning Ordinance, they are not supplying breakfast or food at all and the lodging time is short.  A new trend for quilters, scrap bookers and other craft interests is to retreat to a house for a weekend and have the space and room to layout their supplies and work without interruption.  After reviewing the variance request application and finding no violation referenced, the Zoning Board feels that the Boarding House category fits best and explains that they will need to submit a special use/site plan application to the Planning Board.  The house is on a 7 acre parcel along the river on Millard Bassett Road, with ample room for parking and overflow if needed, 5 sleeping rooms available, and the septic system was redesigned in 2003 - all details they should relay to the Planning Board.  With no further questions from the Board Members, Chairman Holmes asks for any public comments at this time.  Resident Dale Snow saw the notice in the paper and was curious for details concerning traffic impact on Millard Bassett where she also lives.  With the limited occupancy described the impact should be minimal.  John Snow Jr. feels that unclear information was originally given therefore resulting in the Use variance application and that the applicants are now in theory amending the filed application.  Mr. Snow also comments that his concerns regarding the traffic are lessened with the fact of only 5-8 cars generating traffic.   With no other comments from the audience or the Board, Chairman Holmes makes a motion to table the Public Hearing while the applicants start a process with the Planning Board at 7:30 pm which is seconded by Member Fadden, all were in favor, motion carried.

REGULAR MONTHLY MEETING

 

BRYERTON - An application was received from Ron and Loretta Bryerton of German-Dale Drive requesting an area variance for a storage structure already placed on the property.  A Public Hearing is scheduled for August 24, 2010 at 7:00 pm - secretary will notify the applicants of the date and request clarification of the setback that they are asking for with a site plan that shows locations of all existing structures and property lines.

 

A motion to approve the meeting minutes for June 22, 2010 was moved by Member Linda Fadden and seconded by Member Peter LeoGrande, all were in favor with no discussion, motion carried.

 

With no other business before the Board a motion to adjourn at 8:01 pm was moved by Chairman Peter Holmes and seconded by Member Linda Fadden, all were in favor, motion carried.
