                                                          Meeting Minutes

July 11, 2017

 

A regular meeting of the Granby Planning Board was held at the Granby Town Hall, 820 County Route 8 Fulton; and was called to order at 7:30 pm by Chairman Paul Ketchum.  A roll call introduction of the members present commenced as follows:

            Paul Ketchum, Chairman

David Crockford

            Jeff Richards

            Jane Crego, Vice Chairman  

            Carl Nylen

            Rhonda Nipper - absent

            Cheyenne Manford

            Lisa Somers, secretary - absent

 

MINUTES

A motion to approve meeting minutes for June 6, 2017 was moved by Cheyenne Manford and seconded by Jane Crego, all were in favor and the motion carried.

 

ZONING ORDINANCE REVIEW

Chairman Ketchum updated the Board members with progress thus far to update the zoning ordinance as follows:

  • Wind Energy Regulations – Chairman Ketchum sent changes from previous meeting to the Attorney for his review; still waiting for his response.  Chairman will check to make sure changes listed in the 6/6/17 minutes have been included in the latest draft.
  • Solar Energy Regulations – A draft was distributed to all Board members that included suggestions from the CEO and a NYSERDA model.  Members are to review ontheir own time and send comments, questions or concerns to Chairman Ketchum before the next meeting.  It is rumored that two separate solar projects have been presented to various land owners in Granby.
  • Noise Ordinance – Started a discussion that the Town Board would like the Ordinance to include a section pertaining to noise and some members felt that it should be a Local Law.  Members should research the Oswego County’s noise ordinance for comparison.

 

SUBDIVISION REGULATIONS

An issue arose at the Oswego County Clerk’s office when a Granby resident attempted to file and record a survey map that subdivided his parcel into two lots.  The County Clerk refused to accept the map without approval from the Town’s Planning Board and when the resident approached the CEO they were told that the Town does not require planning board action until four or more lots are created.  A letter was drafted to the County Clerk with explanation of the Granby Subdivision Regulations for inclusion in the County’s records to prevent the same situation from reoccurring.

With no other business before the Board a motion to adjourn at 8:41 pm was moved by David Crockford and seconded by Carl Nylen, all were in favor, motion carried.
