Karasek called the meeting to order at 7:39 pm.
BUSINESS
MICHAEL & JESSICA BALDWIN
– The applicants presented a completed Special Use Permit application with
short form EAF and site plan for proposed personal fitness studio to the Board
for review. The site plan detailed the
property structures and identified lighting and signage as well as access
driveway and customer parking. The
applicants will need to see the Codes Office for a building permit and sign
approval – they should also check with the County highway department to
determine the state ROW width at their location along State Route 176 before
sign installation. The SEQR form was
reviewed by the Board Members with minor changes made for clarification and the
project was found to have no adverse affects on the environment or surrounding
neighborhood. A Public Hearing has been
scheduled for May 5th.
PETER MOTT - Allen Yager presented new site plan photo map
for the Board with a change to the size of the proposed equipment
storage/utility building to 60’x50’. The
Board suggested that he supply a full size map for the Public Hearing for
display purposes to the audience and Mr.Yager agreed. The Board commenced with the SEQR review of
the short form EAF that had some minor corrections to questions for
clarification such as:

#4 the land use is AR not rural.
~ #8 no increased traffic to area.
~ # 10 and #11 will be connecting to public water and
existing waste system.
~ #12 site is archaeological sensitive area BUT because
12’ topsoil minimum already disturbed from previous mining and reclamation
efforts.
~ #13 wetlands recorded on property in the southeast
corner in area of trees; the project is not touching that side of the property.
~ #15 Mr. Yager stated that a large area in Granby has generally listed the bog turtle and Indiana bat, but none
have been sighted on this parcel.
~ #20 Site has been remediated through Superfund in the
past – provide a copy of letter documenting remediation was requested for the
project file.
The Board determined that the
project had no adverse affects to the environment or surrounding neighborhood. A Public Hearing is scheduled for May 5th.
A motion to adjourn at
8:45 pm was moved by Rhonda Nipper and seconded by David Crockford, all
were in favor, motion carried.
