CALL TO ORDER
Supervisor Snow, Jr.
called the meeting to order at 7:00 p.m. via conference call. Present for the roll call were
Supervisor John Snow, Jr., Councilors Steve Abraham, Rodney DeLong, Sandra
Farrands and Linda Parkhurst. Highway
Superintendent Dan Duncan was also present.
There were no residents in attendance.
Councilor Farrands
made a motion, seconded by Councilor Parkhurst to dispense with the reading of
the previous minutes and accept them as written, all were in favor, none
opposed.
PUBLIC COMMENT – None
COMMUNICATIONS AND
ANNOUNCEMENTS
Senator Schumer issued
a press release announcing municipalities will be receiving money for Covid
relief. Supervisor Snow, Jr. will advise
the Board of the actual amount we will be receiving.
REPORTS FROM
DEPARTMENTS
Dog Control – No dogs were picked up
in February. Twelve notices of
unlicensed dogs were issued.
Codes – No building permits or
other permits were issued. There were 2 building permits closed and 6 building inspections. There were 4 fire inspections conducted. There were 12 violations issued, 10 violation
inspections and 3 violations corrected.
Supervisor – The financial reports
have been sent to the Board. He will be
sending the collateralization reconciliation as soon as he receives information
from the Judge’s clerk that he has requested twice. We will be mailing information from OCWA to
residents in Water Service Area 7 once we get closer to the start of
construction. We will be having another
construction meeting at the end of the month.
Engineer Doug Miller is looking into the bridges on County Line Road and
Old State Road. We will apply for Bridge
New York grants. The website is coming
along nicely. Supervisor Snow, Jr. will
be doing some training over the next two weeks.
He has also been working on the bank project and things look good there
also. He has a conference call with the
Central New York Planning Commission looking at doing some green projects. We have received notice that a resident
turned a complaint in to the Department of State regarding Code
Enforcement. An investigation has been
completed. Supervisor Snow has received
the findings and he had to submit a corrective action. He is still waiting to hear back on
that.
Councilor Farrands
reported that they discussed options to move forward with the South Granby zone
change. They are looking into possibly
making a zone change with restrictions as to what would be allowed. The
project is in investigation mode at this time.
Supervisor Snow, Jr.
sent letters to the five property owners on State Route 3 regarding the
installation of a sewer line, but has had no response. He has also received a proposal from National
Grid regarding street lighting on County Route 3 in Granby Center. He is still exploring this. The group looking at the Zoning Ordinance has
been meeting monthly. They have
submitted a proposal to the Planning Board.
The Planning Board submitted a letter to the Town Board which Supervisor
Snow, Jr. emailed yesterday. Currently
they are looking into doing an overlay district for mining.
A team has been formed
to do research on the mining. They meet
with a certified planner and a land use attorney. The body does not have a vote. They meet virtually with a planner, do
research and have assignments. Then they
come back with a draft document which is
sent to the Planning Board and that is where it is discussed in public.
Town Clerk – Revenue for February
was $633.50. A check in the amount of
$49.00 went to the New York State Department of Ag & Markets for the
spay/neuter program and a check in the amount of $584.50 to the supervisor.
Highway – They have been
repairing potholes, trimming trees and picking up trash out of the
ditches. Highway Superintendent Duncan
has given the Board estimates for a lift gate for the first responder
truck. He said this is a safety issue
because when they load equipment on the truck, they have to use the loader and
that is dangerous. They have also been
working on the trucks.
Councilor DeLong made
a motion, seconded by Supervisor Snow, Jr. to approve Highway Superintendent
Duncan to purchase a lift gate for the pick-up truck. There was discussion on the motion.
Supervisor Snow, Jr. would
like to purchase two new pick-up trucks this year. Before knowing which trucks are going to be replace
and what we will be able to purchase, he does not want to spend money on a
truck we will most likely be getting rid of.
He suggested we may spec a truck with a lift-gate already on it. Highway Superintendent Duncan said he plans
to keep this truck since it is still in good shape. Councilor DeLong will meet with Highway
Superintendent Duncan to spec out the trucks.

Councilor Farrands
made a motion, seconded by Councilor Abraham to set a Public Hearing for the
Code Enforcement Law Update on March 24, 2021 at 6:00 P.M., all were in favor,
none opposed.
Supervisor Snow, Jr.
sent the Board a copy of a recommendation to approve a Local Law modifying the
requirements for a Site Plan. It gives a
list of definitions which our current zoning codes lack. It talks about what is involved in a site
plan review and a special use permit and what kinds of things are required and
what the procedures are.
Councilor Parkhurst made
a motion, seconded by Councilor Farrands to set a Public Hearing to approve a Local
Law for Special Permit and Site Plan Review Procedures and Standards on March
24, 2021 at 7:00 P.M., all were in favor, none opposed.
PAYMENT OF TOWN BILLS
Councilor Abraham made
a motion, seconded by Councilor Farrands to pay the Town bills as audited by
Councilor Parkhurst on Abstract #5, all were in favor, none opposed.
