CALL TO ORDER
Supervisor Snow, Jr.
called the meeting to order at 7:01 P.M. via conference call. Present for the roll call were
Supervisor John Snow, Jr., Councilors Rodney Delong, Sandra Farrands and Linda
Parkhurst. Councilor Steve Abraham was
not present. There were no residents in
attendance.
PUBLIC COMMENT - None
Councilor Farrands
made a motion, seconded by Councilor Parkhurst to approve the budget amendment
requests as submitted to the Town Board as follows, all were in favor, none
opposed.
Increase A.1620.410 by $2,000.00 Decrease A.1650.442 by $2,000.00
Increase A.1430.410 by $ 300.00 Decrease
A.1680.444 by $ 300.00
Increase A.1620.410 by $ 500.00 Decrease
A.1620.212 by $ 500.00
REPORTS FROM DEPARTMENTS
Supervisor
– The
collateralization report has been sent to the Board. The Supervisor’s financial report will be delayed
due to a new compliance requirement by the Government Accounting Standards
Board titled GASB 84. When the Board has
finished their annual audits, they need to be filed with the Town Clerk.
Councilor Farrands made a motion, seconded by Councilor DeLong to
schedule a special meeting on Tuesday February 16th, to audit the
Town Clerk/Tax Collector and Court records all were in favor, none opposed.
Supervisor Snow, Jr. had a meeting with County Planning about the zoning issue
that we are forming the committee for.
Responses from residents on German-dale Drive regarding their interest
in water are starting to come in. He
also sent letters to the five parcels on State Route 3 regarding their interest
in sewer. He has not received any
response. Supervisor Snow, Jr. contacted
National Grid about lighting on County Route 3 in Granby Center. It looks like the cost would be minimal. He is waiting to hear back about bidding out
the bank project. He has had
conversations with the engineer, attorney and USDA. W.D. Malone has been paid for the pipe for
the water project. The County will be holding
a Police reform task force meeting on February 18th at the Court
House in Pulaski.
Dog
Control Officer – No dogs were picked
up in January. Several calls were taken
about dogs at large. County wide there
has been an increase in the number of dogs missing without explanation. There were 8 notices of unlicensed dogs
issued in January. The dog control
officer will be away from February 12th through the 17th.
Town
Clerk/Tax Collector – Total revenue for
January was $2,376.30. A check in the
amount of $48.00 was sent to the New York State Department of Ag & Markets
for the spay/neuter program and a check in the amount of $2,328.30 to the
Supervisor for local shares. The Town
has been paid in full for their tax levy. Seventy-two percent of the total tax
warrant has been collected in the amount of $3,125,024.36.
Code
Enforcement/Zoning – There were 5 building permits issued with building
permit fees of $1,102.00 and construction value of $240,500.00. There was 1 other permit issued with a fee of
$25.00. There were 4 building permits
closed and 6 building inspections conducted.
There were 4 violations issued, 1 violation inspection and 1 violation
corrected. There were 9 fire inspections
conducted.
PAYMENT OF TOWN BILLS
Councilor Farrands made a motion, seconded by Councilor DeLong to pay the
Town bills as audited by Councilor Parkhurst on Abstract #3, all were in favor,
none opposed.
