PUBLIC WORK SESSION
JUNE 28, 2017

CALL TO ORDER
Supervisor Williamson
called the meeting to order at 6:05 P.M.
Present for the roll call were Supervisor Ed Williamson, Councilors Eric
Clothier, Tracy Doyle, Melissa Fortier and Lori Thrall. Assessor David Roach and Planning Board
Chairman Paul Ketchum were also present.
There was 1 Resident in attendance.
COMMUNICATIONS AND
ANNOUNCEMENTS
Supervisor
Williamson would like to thank Deputy Supervisor John Snow, Jr., Town Clerk Janet
Ingersoll, Interim Highway Superintendent Dean Ingersoll and Mike French for
their help with Family Fun Day last Saturday.
The event went very well.
Assessor
David Roach addressed the Board regarding the two quotes he has received for
the Town wide reassessment project. Ultimately
the State will be the one to say if this project passes in the end. Mr. Roach will be working in conjunction with
the State. They will be part of the
project from day one. Both companies
that submitted bids are very reputable. The
last Town wide revaluation was in 2004 and there is a lot of work to do. Mr. Roach expressed to the Board that there
is a lot of work that can be done in house and he is willing to do this to cut
costs. To have assessments ready for the
2018 Tentative Roll the Board will need to pass a Memorandum of Understanding
in July. This will set the project in
motion. Mr. Roach will take charge of
the revaluation and contract some items out to contractors he has worked with
in the past. This will save the Town a
significant amount of money. He
estimates the cost for this approach to be approximately $50,000.00. He must have an Advisory Appraisal to the
State by August 1st, so this is another reason the Board needs to
make a decision by July. By raising the
equalization rate back to 100%, it assures every property owner pays what they
should and exemption amounts go back to where they should be. His job is to promote fairness and equity and
have a fair and equitable assessment roll.
Planning
Board Chairman Paul Ketchum shared the proposal from Jane Rice to assist the
Planning Board with zoning revisions and design standards.
Councilor
Fortier made a motion, seconded by Councilor Thrall to allow Supervisor
Williamson to sign the proposal with Jane Rice in the amount of $3,000.00 and
move forward with the Zoning Ordinances Plans, Councilor Doyle and Supervisor
Williamson were in favor, Councilor Clothier was opposed.
Councilor
Doyle suggested the Planning Board look into drafting a noise ordinance.
Supervisor
Williamson reported Oswego County Waste has indicated there will be no increase
for Municipalities.
OLD BUSINESS
The
Town Attorney has reviewed the SEQR and Environmental Book for Water Service
Area 7, these should be adopted by the Board.
Councilor
Doyle made a motion, seconded by Councilor Fortier to allow Supervisor
Williamson to sign the SEQR and submit the Notice of Intent for Water Service Area
7, all were in favor, none opposed.
NEW BUSINESS
MOTIONS AND
RESOLUTIONS
Councilor
Doyle made a motion, seconded by Councilor Fortier to allow the Town Clerk to
advertise three parcels of land, two on Phillips Street and one on Honey Hill
Road, for sale in the Valley News, The Palladium Times and on the Town Website,
all were in favor, none opposed.
Councilor
Doyle made a motion, seconded by Councilor Fortier to allow Supervisor
Williamson to sign the quote from Cole Plumbing and Heating to replace two
toilets in the Community Center at a cost of $720.00, all were in favor, none
opposed.
Councilor
Fortier will contact contractors to look at expanding the Court Room.
PAYMENT OF TOWN BILLS
Councilor
Doyle made a motion, seconded by Councilor Thrall to pay the Town Bills as
audited on Abstract #12, all were in favor, none opposed.
