June 14, 2017: Town Board Meeting

BOARD MEETING

JUNE 14, 2017

7:00 P.M.

 

CALL TO ORDER

 

Supervisor Williamson called the meeting to order at 7:04 P.M. leading those present in the Salute to the Flag.  Present for the roll call were Supervisor Edward Williamson, Councilors Tracy Doyle, Melissa Fortier and Lori Thrall.  Deputy Supervisor John Snow Jr. and Interim Highway Superintendent Dean Ingersoll were also present. There were 16 Residents in attendance.  Councilor Clothier joined the meeting at 7:24 P.M.

 

Councilor Fortier made a motion, seconded by Councilor Thrall to dispense with the reading of the minutes of the previous meetings of May 10th, 16th and 24, all were in favor, none opposed.

 

PUBLIC COMMENT

 

Linda Parkhurst – Back in the fall she spoke to the Board about Water Service Area 7.  Since then she has been researching how a water district comes about.  In speaking with her neighbors, she has found out that less than 50% of the assessed value on that road did not want water.  When she signed the petition, she thought it was just for an interest in water.  Since then the Town has adopted a procedure for petitions.  There are supposed to be boundaries and some kind of estimate of cost on a petition.  There is none of that on the petitions for her road.  Mrs. Parkhurst asked how something like this could be put into a proposed water district without being verified.  She questioned how a road without half the assessed value could be put in a water district and asked who verifies the petitions.  Supervisor Williamson told her the Engineer verifies the petitions and puts the program together.  Mrs. Parkhurst asked if it was the Boards responsibility.  She is here because of the people who don’t want the water.  It’s all about the bottom line for her. 

 

Carol Gordon – She is here to thank the Sheriff’s Department, the Troopers and the Town Board for straightening out the four wheelers.  She feels the Board should adopt a noise ordinance. 

 

COMMUNICATIONS AND ANNOUNCEMENTS

 

Senator Ritchie’s office will have applications to apply for flood damage along Lake Ontario and the St. Lawrence River.

 

We have received notification that the Town Equalization Rate is at 95%.  The Assessor will be at the next Work Session to present the proposals for the revaluation he has received to the Board. 

 

We have received information from the Fulton Public Library regarding the Little Libraries program.

 

The Town has received a letter from a Resident in Water District #3 questioning an EDU charge on land locked property.  Councilor Fortier suggested sending the Resident a letter to check with the County to see if the properties can be combined.  Then they may be able to reduce the EDU charge. 

 

Excellus has sent a letter stating an insurance increase of 5% is projected for next year. 

 

Supervisor Williamson reminded the Board that Family Fun Day is June 24th from 11:00 A.M. to 3:00 P.M.   There will be two magic shows, a petting zoo, horseback rides, slide, bounce house and food.  He stated he will need some volunteers, especially for set up.  A presentation for Citizen of the Year, Justice Edwin Winkworth, will take place at 12:00 noon.  

 

The Town has received a letter from the Oswego County Health Department on finding used syringes and needles found in various places around the County.  Supervisor Williamson asked that we keep our eyes open to see if we can find any of that. 

 

OLD BUSINESS

 

Supervisor Williamson has pulled the records on the three pieces of property the Town owns that were put out for bid in 2013 or 2014.  The Board did not want to sell the properties at that time.  He has given the drawings and information to the Attorney for him to go over, but he would like to see the Board make a motion to advertise this property for sale.  He then stated the Town owns two acres on the other side of the lawn at the Community Center and that would be a good place to build a new office building.   

 

NEW BUSINESS

 

The Environmental study has been completed for Water Service Area 7.  The Town Attorney has a copy for review. 

 

MOTIONS AND RESOLUTIONS

 

Councilor Doyle made a motion, seconded by Councilor Fortier to allow Assessor Roach to attend training at Cornell at a cost of $380.00, all were in favor, none opposed. 

 

REPORTS FROM DEPARTMENTS

 

Youth Director – Supervisor Williamson reported everything is ready for Family Fun Day.  The Youth Director will have summer programs that include bike rodeos, basketball and some field trips. 

Cemeteries – Deputy Supervisor Snow Jr. stated we need an arborist in Granby Center and Lewis Cemeteries to see what trees need to be taken down. 

Highway Superintendent – Interim Highway Superintendent Ingersoll stated he is new at this and the cooperation has been great.  He reported they have been doing culvert work on Merritt Road and have started mowing, both are going well.  The men have been doing and excellent job. He would also like to thank everyone in the building for all the help he has been getting. 

Dog Control Officer – The Dog Control Officer responded to 33 complaints. 

ZBA – The Zoning Board had a meeting June 7th and approved two variances.  They are looking to set up the required yearly training with the Town Engineer. 

Code Enforcement/Zoning – There were 26 Building Permits issued with a construction value of $390,772.00.  Building Permit fees totaled $1,777.17.  There were 20 Building Inspections conducted and 2 Building Permits were closed.  There were 10 Violation Inspections with 7 Violations issued and 4 Violations closed. 

Town Clerk/Tax Collector – Total revenue for May was $4,396.09.  Checks were issued to the NYS Department of Ag & Markets for the Spay/Neuter Program in the amount of $154.00 and to the Supervisor in the amount of $3,141.89 for local shares.  A total of $100.20 was sent to the DEC for fishing licenses.  We have received a check in the amount of $2,145.00 from Attorney Richard Jarvis for restitution in the dog abuse case from last year. The Clerk asked the Board to consider changing the date of next Board Meeting due to the Rabies Clinic being held at the Highway Garage on July 12, 2017.

Councilor Clothier made a motion, seconded by Councilor Doyle to reschedule the July Board Meeting to Tuesday July 11, 2017 at 7:00 P.M.  All were in favor, none opposed.

Buildings/Highway – Councilor Doyle reported that things are going well with the Highway Department.  He also revisited the problems with the current Court Room.  We are out of code with occupancy.  There are sixty to ninety people on an average Court night.  Prisoners are being brought down the hall where everyone is sitting and this is not safe.  We need to look at some options to enlarge the Court. 

Planning Board – Councilor Thrall reported the Planning Board has been working very hard at revamping and looking at ordinances.  Jane Rice has a proposal ready for Paul Ketchum and the Board for approval.

PAYMENT OF TOWN BILLS

Councilor Thrall made a motion, seconded by Councilor Fortier to pay the Town bills as audited on Abstract #11, all were in favor, none opposed.

Linda Parkhurst stated that since she could not get a straight answer regarding the petitions, she would like the Town Attorney to call her.  Councilor Doyle stated the Town Attorney could not contact her, but tried to answer her questions regarding the petition situation.  Deputy Snow Jr. explained the procedures for forming water districts and how petitions should be handled.  Ms. Parkhurst expressed her dissatisfaction with the way Water District 7 has been handled.

Councilor Doyle made a motion, seconded by Councilor Clothier to adjourn the meeting, all were in favor, none opposed.
