May 16, 2017: Special Meeting

SPECIAL MEETING

Supervisor Williamson called the meeting to order at 7:03 P.M.  Present for the roll call were Supervisor Ed Williamson, Councilors Tracy Doyle, Melissa Fortier and Lori Thrall. Deputy Supervisor John Snow Jr., Highway Superintendent Jeff Richards and Deputy Highway Superintendent Mike Longo were also present.  Councilor Clothier was not present. 

 

Highway Superintendent Richards discussed with the Board what he felt would be the most cost-effective way to complete the road work this summer.  He and Councilor Doyle went to Sterling to look at roads that had been paved with brown stone.  Councilor Doyle said this is much cheaper and won’t crack like hot mix.  Highway Superintendent Richards said this mix is approximately $90,000.00 to $95,000.00 per mile as opposed to hot mix which is around $153,000.00 per mile using the County for binder and top.  Deputy Supervisor Snow Jr. questioned this price.  Mr. Richards told him the County quoted him prices per ton of top and binder and to figure 120 ton per tenth of a mile.  Deputy Supervisor Snow Jr. also questioned the maintenance of this type of road.  Councilor Doyle said the maintenance is much cheaper because you can dig out a small section and patch it because it is cold mix with a stone and oil top.  Deputy Highway Superintendent Longo said because the brown stone has more fines in it, it will compact better than limestone because it has more stone dust.  Highway Superintendent Richards stated if we blacktop the roads, in less than ten years they will have to be blacktopped again. 

 

Supervisor Williamson said Deputy Highway Superintendent Longo showed him roads that had been done with this material and it looked good and he is all for saving money and thinks we should go ahead with it. 

 

Councilor Doyle stated that down the road 10 years or so if we want to hot mix these roads they would have the base to do it and it would cost that much less.  Deputy Supervisor Snow Jr. questioned why we would blacktop these roads if we were doing the cold mix.  Councilor Doyle replied we probably never would have to because the roads he looked at in Sterling were holding up very well.  Highway Superintendent Richards stated these roads should be good for 20 years. 

 

Deputy Supervisor Snow Jr. made the recommendation for Highway Superintendent Richards to fill in the spot for general repairs on the 284 Agreement.  This would cover culverts, etc. and how much money can be spent on fuel for the summer.  Then he will know how much can be spent on improvements. 

 

Supervisor Williamson asked if an outside firm would do the work.  Councilor Doyle stated we would be using Suit-Kote because the oil they use is a much better oil than Midland.      

 

Councilor Thrall made a motion, seconded by Councilor Doyle to accept the Highway 284 Agreement using cold stone and oil for Merritt, Prall and Pinnacle Hill Roads, all were in favor, none opposed. 

 

Councilor Thrall left the meeting at 7:46 P.M.

 

Councilor Doyle made a motion, seconded by Supervisor Williamson to adjourn the meeting, Councilor Fortier was in favor.

 

Meeting adjourned at 7:53 P.M.
