April 26, 2017: Work Session

PUBLIC WORK SESSION

CALL TO ORDER

 

Supervisor Williamson called the meeting to order at 6:00 P.M.  Present for the roll call were Supervisor Ed Williamson, Councilors Eric Clothier, Tracy Doyle, Melissa Fortier and Lori Thrall.  Deputy Supervisor John Snow Jr., Deputy Highway Superintendent Mike Longo and Planning Board Chairman Paul Ketchum were also present.  There was 1 Guest in attendance. 

 

Doug Miller of Miller Engineering reported that Water Service Area 6A now has all approvals, the flags are on the hydrants and the surge valve for the Fire Department is on site.  He then went over the maps for Water Service Area 7 with the Board.  They have all the EDU’s together and are refining final numbers.  As far as the Environmental Study, everything has been turned in to the Agencies.  Councilor Doyle questioned whether WSA 7 included State Route 3 because he has received calls from the County asking why we are looking for bids on sewer and water.  Deputy Snow Jr. stated we cannot move forward with anything on State Route 3 until the Engineering Report is done.  The Board needs to work on an EDU schedule for WSA 7. 

 

Councilor Doyle made a motion, seconded by Councilor Thrall to look into a project and the costs related to it to put water on County Route 85 and adjacent roads, all were in favor, none opposed. 

 

Supervisor Williamson will Call Scott Chatfield regarding the EDU schedule for Water Service Area 6A. 

 

Planning Board Chairman Paul Ketchum has been looking into information on manufactured housing.  He has been looking at population trends for the Comprehensive Plan and sales and types of sales of real estate transactions.  Manufactured housing is two to one in this area.  He is working with Codes Officer David Hanford on rules for manufactured housing.  Mr. Ketchum would like to hire a Professional Planning Consultant to guide us through these issues.  Councilor Doyle would like the representative to speak to the Board at the May 10th meeting. Mr. Ketchum shared with the Board a program called Oswego Renaissance where the homeowner can get funding to improve the appearance of their home.  He thinks this would be a good idea for the Town. 

 

 

 

 

COMMUNICATINS AND ANNOUNCEMENTS

 

Supervisor Williamson reported the Town has received flyers from the Oswego County Department of Solid Waste Department regarding amnesty days for the landfills.  The flyers are posted and the Board Members have a copy.

 

We have received notification from the County Administrator that there will be a meeting on May 4th, 2017 about shared services.  The Board has a copy. 

 

The Town has received a copy of a DEC Permit approving John Gilbert to expand the gravel pit. 

 

The Town Board has received a fax from Hannibal Supervisor Ron Greenleaf regarding the dog kennel.  If the Town Board wishes to enter into an agreement with the Town of Hannibal we must approach the Hannibal Town Board and set a meeting to work out the details.

 

Supervisor Williamson stated Family Fun Day is June 24th from 11:00 A.M. to 3:00 P.M. at the Community Center.  We will need Volunteers to help set up. 

 

Councilor Fortier made a motion, seconded by Councilor Thrall to pay Attorney Scott Chatfield $500.00 in full for the partial month he worked for the Town.  Councilor Clothier and Supervisor Williamson were in favor, Councilor Doyle was opposed. 

 

Councilor Fortier will call Mr. Chatfield about returning the Zoning Ordinance.

 

Councilor Doyle made a motion, seconded by Councilor Fortier to nominate Judge Ed Winkworth as 2017 Citizen of the Year, all were in favor, none opposed. 

 

OLD BUSINESS

 

Councilor Fortier made a motion, seconded by Councilor Doyle to accept the Lawn Care and Cemetery Bid submitted by CMB Yard Works for a two (2) year contract, all were in favor, none opposed.   

 

Deputy Supervisor Snow Jr. has received three bids for interior LED lighting.  Through NTSERDA, the Town will qualify for between $1,500.00 and $2,500.00 in rebates.  The lowest bid he received was just over $10,000.00. the other bids came in at $18,0000.00 and $27,000.00.  Installing the LED lighting will also help us obtain the $100,000.00 grant.  The Board is not comfortable with the price differences of the three bids.    

 

Councilor Doyle made a motion to accept Skyline’s bid for the interior LED light conversion, there was no second and Councilor Clothier was opposed. 

 

NEW BUSINESS

 

Supervisor Williamson stated the Town received an additional $25,000.00 for road repair money. 

 

Deputy Supervisor Mike Longo said they would like to start replacing culvert pipes on Merritt Road.  The 284 Agreement needs to be in place before they can approve any road work.  Deputy Supervisor Snow Jr. asked for a list of roads by priority.   Deputy Superintendent Longo received a quote of $119.00 apiece for the grates that are bad in the Highway Garage.  There are 24 grates that need to be replaced. 

 

Councilor Doyle made a motion, seconded by Councilor Clothier to replace the grates in the Highway Department Garage, all were in favor, none opposed. 

 

Deputy Highway Superintendent Longo then informed the Board that the boxes of the 2007 and 2005 trucks need sandblasting.  All the other trucks are in good shape.  He has a price of $4,500.00 for each truck box.  Councilor Doyle feels the price is high.  He will look into other pricing.  Also, the blowers above the bays need replacing at a cost of approximately $16,000.00.  This is something we need to look into next year. 

 

Councilor Fortier stated the door to the Justice Department Office has to be shut during the day for security purposes and the front door has to be open during business hours.  She will contact the Court. 

 

Deputy Supervisor Snow Jr. stated there is a $36,000.00 bill for maintenance on four trucks that we need to be able to pay for.   He has a request from Highway Superintendent Richards to transfer monies to pay this bill. 

 

Councilor Doyle made a motion, seconded by Councilor Fortier to reduce DA5142.4 by $35,000.00 and increase DA5130.4 by $35,000.0, all were in favor, none opposed.

 

Councilor Doyle questioned why we have so many bills that we are paying late charges on.   Councilor Fortier said she and Deputy Supervisor Snow Jr. will be meeting with the Cash Management Professional from NBT to explain Positive Pay and online Bill Pay. 

 

Councilor Fortier made a motion, seconded by Councilor Doyle to allow the Supervisor to pay the Utility bills ahead of time, all were in favor, none opposed.
