TOWN OF GRANBY
PUBLIC WORK SESSION
MARCH 22, 2017
7:00 P.M.
CALL TO ORDER
Supervisor
Williamson called the meeting to order at 6:05 P.M. Present for the roll call were Supervisor Ed
Williamson, Councilors Eric Clothier, Tracy Doyle, Melissa Fortier and Lori
Thrall. Engineer Doug Miller was also
present. There were also 3 Residents and
in attendance.
COMMUNICATIONS AND
ANNOUNCEMENTS
The
Town Board has a memo with all the hydrants listed in in Water District 3 and
Water Service Area 6A.
Engineer
Doug Miller reported to the Board that Water Service Area 6A is almost
complete. He also went over the Project
Budget/Cost Certification (Form E).
There was discussion about the USDA possibly paying up to $35,000.00 for
a mower. Councilor Fortier questioned
where the balance of the cost of the mower would come from. Councilor Doyle said we would sell the mower
that we have. Mr. Miller stated that
whatever money is not used from the grant will be returned to the USDA.
Attorney
Scott Chatfield has sent a letter regarding a reduction in assessment for the
cell tower on County Line Road. The
Assessor is working on this.
Highway Superintendent Richards has received
the 284 Agreement from the County. The
Board would like to discuss the 284 Agreement with Highway Superintendent
Richards before making any decisions.
They Board feels we need to start maintaining and sealing the roads instead
of just spending money to pave.
The
fan went through the radiator on the 2011 truck. We are waiting for a quote from De Longs to
repair it. The Board questioned if
maintenance was being done on the trucks.
Supervisor
Williamson reported that we are awaiting a date for the closing on Water
Service 6A. Everything has been sent to
the USDA. The construction meeting will
be held on the same day.
There
have been several complaints by Residents about mailboxes being destroyed by
the plow.
The
AUD is complete and will be filed on Thursday March 23rd. It will be available in the Town Clerk’s
Office for public inspection.
One
Board member has turned their Annual Audit in to the Clerk. Supervisor has completed the Audit, but has
not yet turned it in to the Clerk. Councilor
Fortier has completed the Supervisor’s files and Councilor Doyle will do the
Justice. Due to having a Town wide audit
this year, the Board members are not required to perform the Annual Audit.
OLD BUSINESS
The
Board would like to find out who else is licensed by the State to Board dogs
before they enter into an agreement with Hannibal DCO.
The
Board decided the Town’s 200th Anniversary Celebration would be held
in August of 2018.
Code
Enforcement Officer Hanford sent a correspondence to the Board regarding Fire
Inspections. He stated Fire Inspections
are done as part of the Operating Permits and he is starting that cycle now.
Councilor
Clothier questioned how long Stadium International would let the invoices go
before they would start charging a late fee.
Councilor Doyle said he has talked to them about it and their new shop
foreman is supposed to be contacting him.
The ball is in their court.
NEW BUSINESS
The
Board asked Councilor Clothier to update the Cemetery Specs for their approval
at the next meeting.
Councilor
Doyle made a motion, seconded by Councilor Clothier to allow the Town Clerk to
advertise for lawn mowing and cemetery mowing bids for a 2 (two) year contract,
specs may be picked up April 13, 2017, alll were in favor, none opposed.
Volney
Multiplex has submitted a quote to upgrade the Town Hall’s Fire Monitoring
System to meet the new Building Codes.
The Board asked that Supervisor Williamson call other Companies to
quote.
MOTIONS AND
RESOLUTIONS
Councilor
Doyle made a motion, seconded by Councilor Clothier to allow Budget Officer
Snow Jr. to attend the Annual Town Finance School in Buffalo May 4th
and 5th with a registration cost of $200.00, all were in favor, none
opposed.
Councilor
Fortier made a motion, seconded by Councilor Thrall to appoint the Clerk to the
Supervisor, Diane Haskins, Town Clerk Janet Ingersoll and Deputy Supervisor
John Snow Jr. as Contact Administrators for the Retirement System, Councilors
Fortier, Thrall, Clothier and Supervisor Williamson were in favor, Council
Doyle was opposed.
Councilor
Fortier made a motion, seconded by Councilor Thrall to appoint Deputy
Supervisor John Snow Jr. as Security Administrator and Town Clerk Janet
Ingersoll as Alternate Security Administrator, all in favor, none opposed.
Councilor Fortier made a motion, seconded by
Councilor Doyle to hold a Special Meeting on April 12th, 2017 at
6:00P.M. to discuss the job performance of one or more employees, all were in
favor, none opposed.
Councilor Doyle made a motion, seconded by
Councilor Fortier to amend the Employee Handbook to state an employee of the
Town, including Elected Officials, must work 32 hours per week to be eligible
for insurance coverage, effective immediately, all were in favor, none opposed.
Councilor Fortier made a motion, seconded by
Councilor Doyle to schedule a Special Meeting on March 12, 2017 at 6:00 P.M. to
discuss the job performance of one or more Employees, all were in favor, none
opposed.
PAYMENT OF TOWN BILLS
Councilor
Clothier made a motion, seconded by Councilor Fortier to approve the payment of
the Town Bills as audited on Abstract #6, all were in favor, none opposed.

Dan
Parkhurst asked that when the Lewis Cemetery is cleaned in the spring that they
don’t throw the leaves over the fence because they collect in the ditch and
they have to call the County to clean them out.

Doyle made a motion, seconded by Councilor Clothier to adjourn the meeting, all
were in favor, none opposed.
