February 22, 2017: Work Session

PUBLIC WORK SESSION

FEBRUARY 22, 2017

6:00 P.M.

CALL TO ORDER

 

Supervisor Williamson called the meeting to order at 6:04 P.M.  Present for the roll call were Supervisor Ed Williamson, Councilors Eric Clothier, Tracy Doyle, and Lori Thrall.  Councilor Melissa Fortier was not present.  Assessor David Roach was also present. There were 4 Residents and Guests in attendance.

 

COMMUNICATIONS AND ANNOUNCEMENTS

 

Assessor David Roach addressed the Board concerning the Town’s Equalization Rate and the need for a Town wide revaluation.  He invited the Board to contact him at any time and offered to meet with them on an individual basis to answer any questions they may have concerning what he does and what we need to do to fix the Equalization Rate, which is currently 95%.  This will not correct itself on its own.  The last Town wide update was done in 2005.  He has approached previous Boards several times, but nothing has been done to move forward with a revaluation project.  Mr. Roach explained the Board needs to pass a memorandum of understanding which tells New York State they are committed to the project.   Once this is done New York State will commit resources to the Town to help get through the process. Mr. Roach then explained the process of the project.  He also explained the annual updates are within his realm of work, but there is a very significant amount of work involved in a Town wide project.  The fact the Equalization Rate has only dropped to 95% in 12 years says the Town is in good shape and the yearly data and update maintenance is being done.  Mr. Roach will obtain bids from contractors and bring them to the Board. 

 

Supervisor Williamson made a motion, seconded by Councilor Thrall, to allow Assessor Roach to proceed with getting prices on three different approaches of revaluation, all were in favor, none opposed.

 

Attorney for the Town Chatfield sent a letter explaining how the Dog Control Officer case would proceed if the Town Board wishes to pursue it.  

 

The Town has received a quote from Rombough Electric to give us an idea of the cost for LED lighting.

 

Councilor Clothier made a motion, seconded by Councilor Doyle to allow Deputy Supervisor Snow Jr. to obtain quotes for the LED lighting project, all were in favor, none opposed. 

 

Deputy Supervisor Snow Jr. has ordered a new wireless router because the one we have, has not been working properly.

 

Supervisor Williamson, Deputy Supervisor Snow Jr. and Engineer Doug Miller are putting together all the necessary papers for the closing of Water Service Area 6A.

Deputy Supervisor Snow Jr. and the Supervisor’s Clerk, Diane Haskins, are working on the audit. 

 

The 2011 truck seems to be running ok.  Supervisor Williamson thinks we should clean up the last bill from Stadium International. 

 

Councilor Doyle said the 2011 truck is running fine, but now there is a problem with the engine in the 2005 truck. 

 

Supervisor Williamson reported that we have received an invitation hosted by CNYREDC, ESDS & Operation Oswego County, Inc.  Each Board Member has a copy. 

 

Senator Ritchie’s office has granted money to the Director of the Fulton Library to open Little Libraries.  They would like to open one in the Town of Granby if the Board is interested.

MOTIONS AND RESOLUTIONS

 

Supervisor Williamson made a motion, seconded by Councilor Doyle to allow Court Clerk Jessica King to have Wednesday February 22 as a Holiday for President’s Day instead of Monday for this year only, all were in favor, none opposed.

 

Councilor Clothier made a motion, seconded by Councilor Thrall to allow Deputy Supervisor Snow Jr. to handle the NYSERDA grant, all were in favor, none opposed.

 

Councilor Clothier made a motion, seconded by Councilor Thrall to form a team to include Deputy Supervisor Snow Jr., Supervisor Williamson and Councilor Melissa Fortier to explore sewer and water opportunities for the State Route 3 corridor, all were in favor, none opposed. 

 

Councilor Doyle made a motion, seconded by Councilor Thrall to extend the date due for the Town Audit to March 15th, 2017, Supervisor Williamson was in favor, Councilor Clothier was opposed.

 

 

 

PAYMENT OF TOWN BILLS

 

Councilor Doyle made a motion, seconded by Councilor Clothier to approve the payment of the Town bills as audited on Abstract #4 with the exception of the Stadium International bills, all were in favor, none opposed. 

 

          General Fund          $2,813.85              Highway Fund         $21,392.13

Councilor Clothier made a motion, seconded by Councilor Thrall to adjourn the meeting, all were in favor, none opposed.
