BOARD MEETING
FEBRUARY 8, 2017
6:00 P.M.
CALL TO ORDER
Supervisor
Williamson called the meeting to order at 6:05 P.M. leading those present in
the Salute to The Flag. Present for the roll call were Supervisor Ed Williamson,
Councilors Eric Clothier, Tracy Doyle and Melissa Fortier. Councilor Lori Thrall was not present. Deputy Supervisor John Snow Jr. was also
present. There were 8 Residents and
Guests in attendance.
Councilor
Clothier made a motion, seconded by Councilor Fortier to dispense with the
reading of the minutes of the previous meetings of January 11th and
25th, 2017 all were in favor, none opposed.
Councilor
Clothier made a motion, seconded by Councilor Doyle to enter into Executive
Session to discuss a personnel appointment, all were in favor, none
opposed.
The
Board entered into Executive Session at 7:06 P.M.
Councilor
Fortier made a motion, seconded by Councilor Clothier to reconvene the meeting,
all were in favor none opposed.
The
meeting was reconvened at 6:33 P.M.
PUBLIC COMMENT
Paul Ketchum – Planning
Board Chairman Ketchum received a call from Attorney for the Town Chatfield
regarding the Zoning Ordinance updates they have been working on. The Public Hearing was held on June 22nd
2016. Mr. Ketchum thought, at that time,
the Board was going ahead with the changes and sent everything he had to Mr.
Chatfield. When he spoke to Mr.
Chatfield last week he told him he was waiting for the Board as to what they
wanted him to do with it. Mr. Ketchum is
here to beg the Board to get this moving again. There are changes that we
really need to get going on. The
Planning Board has been working on these changes for a long time and it is
important to move forward with them. The
Board requested to get the changes back from Mr. Chatfield so they can review
them.
COMMUNICATIONS AND
ANNOUNCEMENTS
Supervisor
Williamson said we have received the agreement from Danielle McMullen regarding
MEGA and the documentation she presented on January 25, 2017. The Board does
not have any interest in the Town participating in the program.
Supervisor
Williamson received word that the grant for the new truck must go through two
more reviews before going to the Legislature.
He will have Senator Ritchie’s staff follow it through.
The
Town has received a memo from the Division of Criminal Justice Services
covering operations. The Court and Councilor
Fortier, Justice Liaison, have been given a copy.
Supervisor
Williamson reported Stadium International was paid for the invoice in the
amount of $17,501.77 for the 2011 truck.
There is still a balance of $6,371.60 remaining. Supervisor Williamson suggests we wait to
make sure the truck is running properly before we pay the balance. Councilor Doyle stated he thinks there is an
additional balance of around $3,000.00 after the rebuilding of the motor. He feels we should not pay the $6,3710.60
because the truck was not fixed after several parts were replaced that were not
needed. Deputy Highway Superintendent
Longo said the truck is now back and running good. Councilor Clothier thinks if there is a class
action act suit against that motor we should be looking into that. The Board wants to hold off on paying this
bill for now.
Supervisor
Williamson, Deputy Supervisor Snow Jr. and Clerk to the Supervisor, Diane
Haskins had a telephone conference with the auditing agency that will be doing
the Town wide audit for the USDA. They
already have an agency that will do the value for us and Supervisor Williamson
would like to have them include the water and sewer lines in the value of the
Town.
Supervisor
Williamson has been working with Senator Ritchie’s office and the EFC for
funding for water and sewer. The group
Deputy Supervisor Snow Jr. spoke with suggested the Town have our Engineer put
together a report as to the value of the water and sewer. It is as important to the Town to have water
and sewer on State Route 3 as it would be to a group of residents. Supervisor Williamson suggests we set aside
$4,000.00 to have Miller Engineering do a study and provide the results. Deputy Supervisor Snow Jr. stated the study
would include the following; a determination of limits of the area to be
served, the availability of existing sanitary sewer capacity and required
improvements, developing a total project cost, determining an annual unit cost
for debt and O & M and preparation of a map of the proposed district along
with a written description. Mr. Miller
is advising that a full application would be in the range of an additional
$13,000.00 to $25,000.00 because of going down a State right of way. Some of
these charges could be refundable though the EFC or grant funding.
Councilor
Fortier made a motion, seconded by Councilor Doyle to approve spending
$4,000.00 for a preliminary investigation for sewer work on State Route 3, all
were in favor, none opposed.
We
have received information on the LED lighting from the CNY Company. Deputy Snow Jr. said the new LED lighting is
already mostly installed, it was started on Monday.
The
Town has received the endorsement from Northern Shore Insurance for the 2001 truck
showing that it is off our insurance.
Councilor Doyle questioned why it took so long to take the truck off the
insurance since it was sold six months ago.
The
Town has received information from the Association of Towns regarding the
Governor’s plans to share services through efficiency plans.
OLD BUSINESS
Councilor
Fortier met with the Hannibal Dog Control Officer, Theresa Penfield, about
renting kennel space from her. She does
have room, but it is not done. The
agreement asks for $2,500.00 a year to hold two kennels open for the Town and
$10.00 a day per dog for up to six days when a kennel is in use. Councilor Fortier feels the $2,500.00 is
sufficient and we should not be charged the daily fee. Mrs. Penfield does not plan to finish the
kennels until the Town approves the contract.
She is already State approved.
Councilor Fortier also has other questions about the contract and will
be contacting Mrs. Penfield. We also
need to contact Lollipop Farm to see if they will accept Granby dogs. Mrs. Penfield would also need to be appointed
as an unpaid Deputy Dog Control Officer for the Town of Granby. Deputy Supervisor Snow Jr. suggested we
contact Hannibal about entering into an Inter-Municipal Agreement with
Hannibal.
NEW BUSINESS
Councilor
Doyle is proposing we get rid of the 2011 truck and purchase a truck that is on
Auctions International. It is a 2010
International with a garbage truck body and a Cummins engine. It has 82,000 miles on it, which is low for
that year, and is in very good condition.
Our sander/dump body and plow assemblies will all fit on this truck and
the Highway guys can switch the equipment from the 2011 to this truck. Deputy Highway Superintendent Longo and
Councilor Doyle will go to Oneida to look at the 2010 truck to see if it will
be suitable.
Councilor
Doyle made a motion, seconded by Councilor Clothier to allow Deputy Highway
Superintendent Longo to bid up to $45.000.00 for the truck on Auctions
International, all were in favor, none opposed.
MOTIONS AND
RESOLUTIONS
REPORTS FROM DEPARTMENTS
Youth
Director – The Youth Director has several events planned
at the Bowling Alley, Skating Rink and the Community Center.
Highway
Superintendent – Highway Superintendent Richards was not
present. He gave each Board Member a
copy of his report.
Dog
Control Officer – Deputy Snow Jr. read the Dog Control Officer’s
report of 26 complaints and 96 miles.
Town
Clerk/Tax Collector – Total revenue for January was $1,230.80 with a
check to NYS Ag & Markets in the amount of $130.00 for the spay/neuter
program and a check to the Supervisor in the amount of $1,100.80 for local
shares. The Town Tax Levy has been
satisfied and approximately 70 percent of the taxes have been collected.
Historian
– The Valley News recently had an article by Historian
Snow Jr. about the Granby Center home of
abolitionist John C. Harrington and the underground railroad. Mr. Snow Jr. received a letter from Senator
Will Barclay’s Office stating it was nice to see that type of article in the
newspaper. He reminded the Board we need
to set a date for the Town’s 200th Anniversary Celebration next
year.
Deputy
Supervisor – Deputy Supervisor Snow Jr. believes our new
streetlights have all been installed and the light at Walmart is up and the
residents are extremely happy about that.
The street lights were the third high impact item to be designated as a
clean community. The fourth item was to
have a training on solar and that took place today. That means we should be ready to file for the
$100,000.00 and he thinks we will be the first community in Central New York to
have that designation. He worked on the
sewer issue last Thursday and today had an informal meeting regarding the
Highway Contract. The Union will be
writing up a proposal for the Boards consideration within the next couple of
weeks.
Code
Enforcement/Zoning – There were two building permits issued at a
construction value of $19,500 and building permit fees of $94.80. Eight building inspections were conducted and
seven building permits were closed.
There were five violation inspections with eight violations issued and
seven closed.

Councilor
Fortier mad a motion, seconded by Councilor Doyle to pay the Town Bills as
audited, on Abstract #3, with the exception of the Stadium International
bill.
