Organizational Meeting
January 4, 2017
6:00 P.M.
CALL TO ORDER
Supervisor Williamson
called the meeting to order at 6:02 P.M. leading those present in the Salute to
the Flag. Present for the roll call were Supervisor Ed
Williamson, Councilors Eric Clothier, Tracy Doyle, Melissa Fortier and Lori
Thrall. Deputy Supervisor John Snow Jr. was
also present. There were 2 Residents in
attendance.

Councilor Clothier made a motion,
seconded by Councilor Fortier to accept the appointments as read, all were in
favor, none opposed.
Supervisor Williamson made
a motion, seconded by Councilor Thrall to appoint Cheyenne Manford to the
Planning Board for a seven year term to expire 12/31/2022, all were in favor,
none opposed.
Councilor Fortier made a
motion, seconded by Councilor Clothier to appoint Paul Ketchum as Planning
Board Chairman, all were in favor, none opposed.
Councilor Fortier made a
motion, seconded by Councilor Clothier to appoint Mike French as ZBA Chairman,
all were in favor, none opposed.
Councilor Clothier made
a motion, to appoint Scott Chatfield as Attorney for the Town until we get a
reasonable bid, there was no second.
RESOLUTIONS
Resolution #1-2017 We the Town Board resolve that the Official Website for the
Town will be www.towngranby.org
Councilor Clothier made
a motion, seconded by Councilor Doyle to accept Resolution #1-2017, all were in favor, none opposed
Resolution #2-2017 We the Town Board resolve that the Official Financial
Institution for the Town will be NBT Bank.
Councilor Doyle made a
motion, seconded by Councilor Clothier to accept

Resolution #3-2017 We the Town Board resolve that the mileage rate for approved
travel will be 45 cents per mile.
Councilor Clothier made
a motion, seconded by Councilor Doyle to accept
Resolution #3-2017, all were in favor, none opposed.
Resolution#4-2017 We the Town Board resolve to affirm the Investment Policy
as written.
Councilor Fortier made a
motion, seconded by Councilor Clothier to accept
Resolution#4-2017, all were in favor, none opposed.
Resolution #5-2017 We the Town Board resolve to affirm the Procurement Policy
as written.
Councilor Fortier made a
motion, seconded by Councilor Clothier to accept
Resolution #5-2017, all were in favor, none opposed.
Resolution #6-2017 We the Town Board resolve that the Travel Policy is to be
that all travel requests must be reviewed and approved by the Town Board prior
to reimbursement.

Resolution #6-2017, all were in favor, none opposed.
Resolution #7-2017 We the Town Board resolve that the authorization is hereby
given to the Town Supervisor to pay employees as follows:
Salaried Elected Town
Officials to be paid on the fourth Thursday of each month in 2017 at the rates
set forth in the Adopted 2017 Town Budget, Hourly Employees and Appointments
are to be paid biweekly at the rates set forth in the Adopted 2017 Town Budget,
and/or as the Board sets.

Temporary Seasonal
Highway employees to be paid at the rate of $12.00 per hour. They will be
compensated in accordance with the FLSA standards for government employees and
shall receive no more than 29.75 hours per week.
Councilor Clothier made
a motion, seconded by Councilor Fortier to accept
Resolution #7-2017, all were in favor, none opposed.
Resolution #8-2017 We the Town Board resolve that the members of the Planning
Board and Zoning Board of Appeals are to be considered part time employees and
paid monthly as follows:

Councilor Clothier made
a motion, seconded by Councilor Fortier to accept
Resolution #8-2017, all were in favor, none opposed.
Resolution #9-2017 We the Town Board resolve that the authorization is hereby
given to the Town Supervisor to pay all bills and other obligations as approved
by the Town Board. Authorization is given to the Town Supervisor to pay
essential bills to avoid late fees (electric, propane, communication services,
etc.)
Councilor Fortier made a
motion, seconded by Councilor Clothier to accept
Resolution #9-2017, all were in favor, none opposed.
Resolution #10-2017 We the Town Board resolve that the regular monthly meeting
of the Town Board shall be held on the second Wednesday of each month at 7:00
P.M. and that work sessions shall be held on the fourth Wednesday of each month
at 6:00 P.M., We further resolve that meetings will continue with the same
format as last year.
Councilor Fortier made a
motion, seconded by Councilor Thrall to accept
Resolution #10-2017, all were in favor, none opposed
Resolution #11-2017 We the Town Board resolve that the audit of all Town
financial records shall be completed by each member of the Town Board no later
than the 15th of February 2017.
Councilor Fortier made a
motion, seconded by Councilor Doyle to accept
Resolution #11-2017, Councilor Thrall and Supervisor Williamson were in favor,
Councilor Clothier was opposed.
Resolution #12-2017 We the Town Board resolve that the Town Clerk have the
additional responsibilities of Records Management Officer and Records Access
Officer.
Councilor Fortier made a
motion, seconded by Councilor Clothier to accept
Resolution #12-2017, all were in favor, none opposed
Resolution #13-2017 We the Town Board resolve to appoint John Snow, Jr. as our
delegate to the Annual Meeting of the Association of Towns
Councilor Doyle made a
motion, seconded by Councilor Fortier to accept
Resolution #13-2017, all were in favor, none opposed
Resolution #14-2017 We the Town Board resolve to allow the supervisor to pay
the HSA/HRA High Deductible amounts as an abstract 0A (Zero A) which will be
audited at the first regular meeting of the year.
