TOWN BOARD MEETING
NOVEMBER 9, 2016
7:00 P.M.
CALL TO ORDER
Supervisor
Williamson called the meeting to order at 7:08 P.M. leading those present in
the Salute to The Flag. Present for the roll call were Supervisor Ed
Williamson, Councilors Eric Clothier, Tracy Doyle, Melissa Fortier and Lori
Thrall. Deputy Supervisor/Budget Officer
John Snow Jr. and Highway Superintendent Jeff Richards were also present. There were 13 Residents and Guests in
attendance.
Councilor
Fortier made a motion, seconded by Councilor Thrall to dispense with the
reading of the minutes for the previous meetings of October 12th, 17th,
24th and 26th, all were in favor, none opposed.
Amanda
Mazzoni, Senior Planner from the Central New York Regional Planning and
Development Board gave a presentation on the Clean Energy Communities Program
to help reduce energy use and costs.
Municipalities can be eligible for a Grant of up to $100,000.00 if they
implement at least four of the ten high impact action items on their list. The
monies from this Grant must then be used to reduce energy costs or energy related
projects.
PUBLIC COMMENT
Timothy Whittens – Mr.
Whittens installed solar panels in August of 2015. In the spring of this year he received a
reassessment notice in the mail. He
spoke with the Assessor and was told there was a 15 year exemption period so
not to worry about it. When he received
his School taxes, they had gone up almost 40%.
He was then told he needed to have an exemption form filled out and
turned in by March 1st of last year in order to receive the Solar
Exemption. Mr. Whittens is asking for a
rebate on his taxes for this year. The
Board questioned Mr. Whittens as to whether he had obtained a permit for the
solar panels, he said he had. He was
also told the exemption form had been mailed to him, but he never saw it. The Board will look into this.
COMMUNICATIONS AND
ANNOUNCEMENTS
The
First Fire District is planning some expansion projects for their
facility. Their legal representative has
sent the Town a letter regarding any objections by the Town concerning these
expansions. The Board members are
advised to review this communication and give notice to Supervisor Williamson
if they have any questions or concerns.
Supervisor
Williamson has received notice of foreclosure on a property located on County
Route 8 in which the Town has a financial and legal interest. Should the Board have questions, please
contact our Attorney for the Town.
Supervisor
Williamson received notice that the Town has been awarded a $2,500.00 Grant
from NYSERDA’s Green Communities Program.
Oswego
County Emergency Management will hold a meeting at the Hannibal Village/Town
Hall on Saturday December 3rd to conduct table-top drills to test
various scenarios. These drills will
examine the procedures outlined in the recently updated Comprehensive
Plan. All neighboring Municipalities are
invited to attend.
The
Town has received information regarding a gravel mine expansion proposed on
County Route 3 to extend to Hanley Road.
The Board should decide if they wish to take action on this
expansion.
The
Oswego County Health Department has given the approval for the water systems on
Wybron Road, Merritt Road and County Route 8.
Residents may contact the Codes Office for more information on the water
hookup process.
The
Codes Office has a list of Vendors that residents may use to hookup the
water. These Vendors have submitted
proper proof of insurance, which the Town has on file.
OLD BUSINESS
The
Town Board should make a decision on the health benefits for the non-bargaining
employees.
NEW BUSINESS
Councilor
Doyle made a motion, seconded by Councilor Clothier to purchase new tires for
the Codes vehicle in order for it to pass inspection at the end of November,
all were in favor, none opposed.
Supervisor
Williamson stated Failmezger’s Garage submitted the lowest bid.
The
Board discussed add-on projects and how they could benefit the Residents in
Water Service Area 6A in utilizing the grant funding that is available. They discussed paying the meter fee,
installing the loop on Cow Path Road and surge protectors for the Fire
Departments. The Board needs to decide what
they would like to do and submit their plans to Rural Development for
approval. The Board will discuss this
further at the Work Session.
MOTIONS AND
RESOLUTIONS
Councilor
Fortier made a motion, seconded by Supervisor Williamson to allow the Town
Clerk to send a letter to the County Highway Department requesting a speed
reduction on County Route 8 from Bingham Road to the Minetto Town boundary, all
were in favor, none opposed.
The
Board discussed the differences in the HSA and HRA Insurance Policies and what
they felt would be best for the Town and its employees.
Councilor
Fortier made a motion, seconded by Councilor Thrall to keep the same insurance
policy we now have for the three Town Employees, all were in favor, none
opposed.
RESOLUTION 17-2016
WHEREAS; The
Town of Granby has entered into an agreement with OCWA to do O&M for Water
Service Area 6A
WHEREAS; OCWA
is formally standardized on Ross valves for pump control, pressure relief,
pressure reduction and surge relief in keeping with the requirements of their
O&M contractor.
NOW, THEREFORE, BE IT
RESOLVED that
the Town of Granby will standardize on Ross valves for use in Water Service
Area 6A.
Councilor
Clothier made a motion, seconded by Councilor Doyle to accept Resolution 17-2016, all were in favor,
none opposed.

Councilor Fortier made a motion, seconded by
Councilor Doyle to adopt the 2017 Preliminary Budget as written, all were in
favor, none opposed.
Councilor Fortier made a motion,
seconded by Councilor Thrall to decrease Contingency by $15,000.00 and increase
Net Interest by $15,000.00 (to $25,000.00) for the Rural Development Project
Budget/Cost Certification Form E for Water Service Area 6A, all were in favor,
none opposed.
Councilor
Clothier made a motion, seconded by Councilor Fortier to amend the EDU Schedule
for an undersized vacant lot in Water Service Area 6A to be counted as ¼ of and
EDU, all were in favor, none opposed.
REPORTS FROM DEPARTMENTS
Town Clerk/Tax Collector – Total
Revenue for October was $3,398.70 with a check to NYS Ag & Markets for
$190.00 for the Spay/Neuter Program, a check to the NYS Department of Health
for $67.50 for marriage licenses, a check to the Supervisor in the amount of
$3,087.35 for local shares and $53.85 to the DEC for hunting licenses. The Assessor will attend the November 23rd
Work Session per the Board’s request to meet with him. We received a card of thanks from the family
of Corporal Joseph Trepasso for the use of the Community Center on Saturday
November 3rd for a reception following his funeral.
Historian – Historian
Snow Jr. will be ordering Oswego County Anniversary Books to have on hand at
the Town Hall.
Deputy Supervisor – The
water survey is on the website and the first mailing will go out this
weekend.
Youth Director -Supervisor Williamson
reported the Halloween Party was a success.
Dog Control Officer – Dog
Control Officer Rizzo received 32 complaints in October and her mileage for the
month was 102. DCO Rizzo requested the
Hannibal DCO be sworn in as her Deputy DCO as an uncompensated position. Deputy Supervisor Snow Jr. suggested this be
done by using an Inter-Municipal Agreement.
Assessor –
Councilor Doyle will speak with the Assessor regarding the situation with the
solar panels.
Code Enforcement – There
were 13 Building Permits issued with a construction value of $615,497 and fees
of $4,094.15. There were 10 Building
Inspections conducted and 4 Building Permits were closed. There were 6 Violation Inspections, 3
Violations issued and 6 Closed.
Councilor Doyle stated the Board will have to revise building permit
fees due to new codes that New York State is putting in to effect for new home
construction.
Supervisor – He
has been working with OCWA and the USDA on Water Service Area 6A making sure
the interest rate remains the same and that OCWA will do the inspections at no
charge.
Highway Superintendent – Highway
Superintendent Richards reported the gravel shoulders on Rathburn Road have
been completed. They have been cleaning
culverts and filling pot holes. They
have had a couple of dead deer pick-ups.
The salt and sand are mixed and the dome is full. They have three trucks ready for winter. There are more issues with the 2011 and it is
still at Stadium. The CHIPS and Pave New
York paperwork is done and turned in.
The money will be available around the middle of December. The new truck is ready to be outfitted.
ZBA – The
ZBA has scheduled a Public Hearing on Tuesday November 15th at 7:00
P.M. for an Area Variance request by Thomas Yerdon regarding his property
located at 26 Old State Road.
Buildings/Highway – Councilor
Doyle reported there was a problem with the furnace in the Highway Garage. The lines had to be changed from the building
to the fuel tank. The repairs have been
done and the furnace is working.
PAYMENT OF TOWN BILLS
Councilor
Clothier made a motion, seconded by Councilor Doyle to pay the Town Bills as
audited on Abstract #21 with the exception of the Stadium International bill,
all were in favor, none opposed.

Deputy
Supervisor Snow Jr. reported there is a tree down in Lewis Cemetery that has
done damage to the chain link fence.
Councilor
Clothier made a motion, seconded by Councilor Fortier to allow Councilor Doyle
to spend up to $1,000.00 to take care of the tree and fence in Lewis Cemetery,
all were in favor, none opposed.
Supervisor
Williamson has drawings for the expansion of the Gilbert mine on County Route
3. Mr. Gilbert would like to expand this
mine by an additional three to four acres to Hanley Road. Supervisor Williamson suggested the Town let
the DEC take Lead Agency.
Councilor
Doyle made a motion, seconded by Councilor Thrall to allow the Supervisor
Williamson to write a letter to the DEC approving them to take Lead Agency on
the Gilbert mine expansion, all were in favor, none opposed.
