October 26, 2016: Public Hearing

PUBLIC WORK SESSION

OCTOBER 26, 2016

6:00 P.M.

 

CALL TO ORDER

 

Supervisor Williamson called the meeting to order at 6:03 P.M.  Present for the roll call were Supervisor Ed Williamson, Councilors Eric Clothier, Tracy Doyle and Melissa Fortier.  Deputy Supervisor John Snow Jr. and Highway Superintendent Jeff Richards were also present.  There were 6 Residents and Guests in attendance. 

 

Councilor Clothier made a motion, seconded by Councilor Doyle to enter into Executive Session to discuss the interviews for the Town Board Position, all were in favor, none opposed.

 

The Board entered into Executive Session at 6:04 P.M.         

 

Councilor Clothier made a motion, seconded by Councilor Fortier to re-convene the meeting, all were in favor, none opposed.

 

The meeting was re-convened at 6:19 P.M.          

 

Councilor Doyle made a motion, seconded by Councilor Fortier to appoint Lori Thrall                    to the Granby Town Board to fill the vacancy left by Councilor Brenda Frazier-Hartle to expire on December 31, 2017, all were in favor, none opposed. 

 

COMMUNICATIONS AND ANNOUNCEMENTS

 

The Resident who complained about not receiving credit on their taxes for solar panels is now aware they must file for the credit by March 1st. 

 

Supervisor Williamson reported that the 2011 plow truck is now back in the Highway Department and ready to go. 

 

The Town has received a letter from a Resident regarding a small lot that is considered to be not buildable on Leo Mar Drive requesting they not be connected to the water supply in any way.  Supervisor Williamson said the decision regarding the EDU will be up to the Board.  The Board needs more information on this before making a decision. 

 

The Board would like our new Board Member to have a chance to review the Health Insurance options before making a decision. 

We had hoped to have a representative from CNY Planning here to discuss the green Communities initiative.  She was unable to attend this meeting, but has re- scheduled for the regular Board meeting in November.

MOTIONS AND RESOLUTIONS

 

Councilor Doyle made a motion, seconded by Councilor Fortier to switch the street lights to LED, all were in favor, none opposed. 

 

Councilor Doyle made a motion, seconded by Supervisor Williamson to order the Budget Officer to prepare the Preliminary Budget as discussed in the Budget Workshops, all were in favor, none opposed.

 

Councilor Fortier made a motion, seconded by Councilor Clothier to schedule the Budget Public Hearing for Wednesday November 9th, 2016 at 7:00 P.M. and for the Town Clerk to publish the notice in the Valley News, all were in favor, none opposed. 

 

PAYMENT OF TOWN BILLS

 

Councilor Fortier made a motion, seconded by Councilor Clothier to pay the Town bills as audited on Abstract #20, all were in favor, none opposed. 

 

          General Fund          $6,774.65               Highway Fund         $4,838.47    

          Capital Projects       $11,020.00             WSA 6A                  $261,991.00

 

DATES FOR UPCOMING MEETINGS

 

Public Hearing/Town Board Meeting                 November   9th, 2016 7:00 P.M.

Public Work Session                                         November 23rd, 2016 6:00 P.M.

 

Supervisor Williamson reported one of the Codes Officers has submitted a letter of Resignation as of October 28th, 2016.

 

Councilor Doyle told the Board the Town has been having an ongoing problem with our supplier for the work clothes for the Highway Department.  Due to their lack of service per their contract, the Town will be terminating services with them.  The rugs in the Offices are also not being replaced.  Highway Superintendent Richards has several dates when service has not been performed.  A Representative from Unifirst has met with Highway Superintendent Richards and given him a rundown of their services.  We have contracted with them before and they Highway Employees are satisfied with their services. 

 

Councilor Doyle made a motion, seconded by Councilor Clothier to allow Supervisor Williamson to sign a contract with Unifirst, all were in favor, none opposed.

Councilor Clothier made a motion, seconded by Councilor Doyle to adjourn the meeting, all were in favor, none opposed.
