Town Board Meeting
October 12, 2016
7:00 P.M.
CALL TO ORDER
Supervisor
Williamson called the meeting to order at 7:00 P.M. leading those present in
the Salute to The Flag. Present for the roll call were Supervisor Ed
Williamson, Councilors Eric Clothier, Tracy Doyle and Melissa Fortier. Deputy Supervisor John Snow Jr., Highway
Superintendent Jeff Richards and Engineer Doug Miller were also present. There were 14 Residents and Guests in
attendance.
Councilor
Clothier made a motion, seconded by Councilor Doyle to dispense with the
reading of the minutes of the previous meetings of September 14th
and 28th, all were in favor, none opposed.
COMMUNICATIONS AND
ANNOUNCEMENTS
The
Town Board has received a letter from a Resident regarding Solar Panels and an
increase in his assessment. Apparently
the Resident did not fill out the required paperwork for the exemption in time
and will be eligible for the reduction next year.
International
Telecommunications System will be installing the new phone system around
mid-November.
PUBLIC COMMENT
Peter Mott – Mr.
Mott asked why he did not get a meter pit on his property on South Granby Road. It was determined that he is not in Water
Service Area 6A, but rather in Water District #3.
Linda Parkhurst – Mrs.
Parkhurst had some questions for the Engineer concerning Water Service Area
7. She asked how many Residents were in
Water Service Area 7. Mr. Miller told
her there would be approximately 343 EDU’s (Equivalent Dwelling Unit). She then asked how much would it cost each
taxpayer. Mr. Miller said the estimate
was $597.00, but that figure was most likely a high estimate.
Another
Resident asked if County Route 85 and Ridge Road were going to be included in
Water Service Area 7. The answer was,
that had not yet been determined, but it may be more economical for them to
form their own Water Service Area and this could be done in a timely
manner. Deputy Supervisor Snow Jr. said
there would be a survey going out to all Residents in the Town that do not
currently have public water to see what areas have an interest in the
water.
Highway
Superintendent Richards has given the Board two quotes for tree removal. He has chased the third bidder for two weeks
and he just got back to him today. The
low bidder that he had from before is ready to go.
Councilor
Fortier made a motion, seconded by Councilor Clothier to hire CNY Professional Tree
Service for the removal of the trees, all were in favor, none opposed.
We
have received the LED Street Lighting Cost Benefit Report.
Deputy
Supervisor Snow Jr. gave an overview of an HRA Insurance plan. He has had a meeting with a Representative
and feels this would be a good fit for the Employees. Supervisor Williamson also has given a copy
of the proposed insurance plan from our current Representative at KBM
Management. The Board will review the
options and make a decision.
We
have received an estimate for $6,665.00 from Stadium International for additional
work to be done on the 2011 plow truck.
The fuel pump is gone and has nothing to do with the repair work that
was just done. Councilor Doyle said this
estimate is a worst case figure and expects the actual cost to be less.
The
Medicare Insurance on the Highway Insurance has increased from $467.89 to
$485.19 as of the first of the year.
Residents
on Leo-Mar Drive and Sharp Road are able to hook up to the Public Water. County Route 8 and County Route 55 will have
water available soon.

REPORTS FROM DEPARTMENTS
County Legislator – Jim
Karasak reported the IDA has purchased the property over by the old Miller
Brewing Plant that is not generating any tax money for the County. There will now be taxes due on this
property. There is also a Sewage
Treatment Plant located on the property that could be refurbished and used for
industry in that part of the County. He
is optimistic that the IDA has someone interested in this Property. Legislator Karasek stated that it is Budget
time and he, being very conservative, will not be looking for any tax increase
at the County level. He feels the County
is poised for great opportunity and growth because of the availability of
water, a developing Port, County Airport and available workforce.
Town Clerk/Tax Collector – Total
revenue for September was $5,258.15 with a check to NYS Department of Ag &
Markets for $152.00 for the Spay/Neuter Program, a check to the Supervisor in
the amount of $2,771.59 for Local Shares and $2,334.56 to the DEC for hunting
licenses. Chestnut Event Services, Inc.
has sent notification that they have applied for a liquor license.
Budget Officer – Deputy
Snow Jr. reported the new shelving for the records room will be installed
tomorrow. The deadline for the CHIPS
money is November 7th, we should be paid by December 16th. He cautioned the Board to be careful with the
Highway spending. He has also contacted
the Association of Towns regarding the cutting of trees in the Town. They told him the Town should not be cutting
trees unless they are in a Town right of way, it is a violation of the
Constitution. The Town can cut a tree
that has fallen in the road, otherwise the Town should charge the Resident to
cut the tree down. A lot of the old Town
Roads do not have right of ways. Budget
Officer Snow Jr. is very pleased to report that he has completed the Tax Cap
Compliance Form and we are $9,000.00 under the Tax Cap. He also has had word that the street light
for the County Route 3 entrance to Walmart is on order and we are second on the
list in Central New York for installation.
Budget Officer snow Jr. said we can use Capital Project funds for the
LED lighting. Even though it takes 17
years to be cost effective, the replacement of the bulbs is done at no cost
which is a $500.00 savings each year. NYSERDA has a clean energy program that would
allow us to receive up to $100,000.00 for additional clean energy projects. We have already met three of the four
requirements to receive funds. He has
invited a representative from the CNY Planning Board Federation to the next
meeting to talk about doing this.
Youth Director – Supervisor
Williamson has made arrangements for 80 pumpkins for the youth Halloween Party
on October 28th.
Dog Control Officer – 31
Complaints, mileage 201.
Assessor – Councilor
Doyle will be speaking to the Assessor regarding the solar panel issue.
Code Enforcement/Zoning – 17
Building Permits issued for total fees of $1,364.30 with a construction value
of $544,480.00. 22 Building Inspections
conducted, 14 Building permits closed, 3 Violation Inspections, 2 Violations
issued, 2 closed.
Highway Superintendent – Highway
Superintendent Richards said the third roadside mowing of the Town had been
completed today so they will be cleaning up that mower and putting it away. They have received 450 tons of salt from the
County. They have filled the ends of the
dirt and gravel driveways with pug mix where the County has paved. The Town of Schroeppel will be coming next
week with their grader and shoulder gravel laying machine to take care of the
lip that is left on Rathburn Road from the new paving. South Granby Road also
needs this in a few spots. As far as the
trees, he suggested we may have to check with the State and County regarding
the deeds for the right of ways. The
2011 parts are on the way, the truck should be done next week. He will be taking the check to the County
tomorrow for the CHIPS money.

Fortier made a motion, seconded by Councilor Clothier to approve the payment of
the Town Bills as audited on Abstract #19, all were in favor, none opposed.
