TOWN OF GRANBY
PUBLIC WORK SESSION
SEPTEMBER 28, 2016
6:00 P.M.
CALL TO ORDER
Supervisor
Williamson called the meeting to order at 6:00 P.M. Present for the roll call were Supervisor Ed Williamson, Councilors Eric Clothier,
Tracy Doyle and Brenda Frazier-Hartle.
Councilor Melissa Fortier was not present. Deputy Supervisor John Snow Jr. and Highway
Superintendent Jeff Richards were also present.
There were 5 Residents in
attendance.
COMMUNICATIONS AND ANNOUNCEMENTS
The New York State
Comptroller’s Office has sent the Town a State Aid Revenue Sharing check in the
amount of $70,980.00.
The New York State Comptroller’s
Office has sent a report showing our AUD’s for the years 2013 thru 2015. This report indicated the Town of Granby is
not under fiscal financial stress.
The New York State Comptroller’s
Office has also sent the Town’s 2017 pension reimbursement and the projection
up to 2018.
The Town’s Equalization
Rate is at 95%. Supervisor Williamson
feels we need to raise the rate back to 100% as this would help Residents with
their School Taxes. Councilor Doyle
feels the reason the Equalization Rate has dropped is because the assessments
are not being kept up with. Councilor
Doyle will speak with the Assessor to find out why we have gone backwards.
Deputy Supervisor
Snow Jr. suggested the Board request what the breakdown is for Residential,
Commercial and Industrial properties in the Town and how that is affecting our
equalization rate. It would be
interesting to see what the State says we should be as compared to what we are
at. He also feels the Board should sit
down with the Assessor to go over the bids he has received and see what we
really need.
The paving of the
Town Roads by the County is complete.
We have received the
signed copy of the County Ice and Snow agreement for 2016 – 2017 season.
As of Monday
September 26, 2016, public water is available for residents on Sharp Road and
Leo-Mar Drive to hook-up.
One of the Codes
Enforcement Officer’s has requested 14 hours of Fire Academy Training on his
time sheet for September 7th and 8th.
Councilor Doyle made
a motion, seconded by Councilor Clothier to pay CEO David Hanford for 14 hours
of Fire Academy Training and from now on everyone must come to the Board for
approval before they attend any trainings, all were in favor, none
opposed.
MOTIONS AND RESOLUTIONS
Councilor
Frazier-Hartle made a motion, seconded by Councilor Clothier to approve the
sale of the 2001 truck on Auctions International for $14,900.00, all were in
favor, none opposed.
Councilor Doyle
commended the Highway Department on getting the truck ready to sell on the
Auction site. They did a great job
cleaning it up. He then asked Highway
Superintendent Richards when he was expecting the CHIPS money. Superintendent Richards said if he does not
receive it by Friday he will be putting a call in on Monday.
OLD BUSINESS
Deputy Supervisor
Snow Jr. has the survey that was sent out for Water District #3. It has been okayed by our Engineer, Doug
Miller. Deputy Supervisor Snow Jr.
thinks the question “How much would you be willing to pay for water” should be
added to the survey.
Councilor Clothier
made a motion, seconded by Councilor Doyle for Deputy Supervisor Snow Jr. to go
ahead and reformat the survey and send it out, all were in favor, none
opposed.
NEW BUSINESS
Deputy Supervisor
Snow Jr. received a quote from ITS Inc. for a new phone system for the Town
Offices. The total cost is $12,500.00,
which can be divided up over three years.
Deputy Supervisor Snow Jr contacted a Company that does internet phone
system but did not feel that was the way to go. Another Company did not offer
pricing, saying they do not do much business in Oswego County. He also looked
into pricing for internet at the Community Center.
Councilor
Frazier-Hartle made a motion, seconded by Councilor Clothier to allow Deputy
Supervisor Snow Jr. to purchase the new phone system from ITS Inc., all were in
favor, none opposed.
PAYMENT OF TOWN BILLS
Councilor Clothier
made a motion, seconded by Councilor Frazier-Hartle to pay the Town Bills as
audited on Abstract #18, all were in favor, none opposed.
Councilor
Frazier-Hartle made a motion, seconded by Councilor Doyle acknowledging the
Board has received the Tentative Budget and that it was filed with the Town
Clerk on time, all were in favor, none opposed.

made a motion, seconded by Councilor Clothier to adjourn the meeting, all were
in favor, none opposed.
