July 27, 2016: Work Session

PUBLIC WORK SESSION

JULY 27, 2016

 

CALL TO ORDER

 

Supervisor Williamson called the meeting to order at 6:03 P.M.  Present for the roll call were Supervisor Ed Williamson, Councilors Eric Clothier, Tracy Doyle and Brenda Frazier-Hartle.  Councilor Melissa Fortier was excused.  Deputy Supervisor John Snow Jr., Highway Superintendent Richards, Deputy Highway Superintendent Longo and Doug Miller of Miller Engineering were present.  There was 1 Resident in attendance.

 

COMMUNICATIONS AND ANNOUNCEMENTS

Cayuga Community College is having an Open House/Grand Opening on August 2, 2016 from 1:00 to 3:00 p.m. at the River Glenn Campus.

 

Water Service Area 6A is progressing without any apparent problems. 

 

National Grid has sent us information on LED lights for their street lights.

 

The Supervisor feels it would be a good idea to have a Constable at the regular Board Meeting every month.

 

Councilor Doyle made a motion, seconded by Councilor Clothier to have a Constable present at the first Wednesday Board Meeting each month, all were in favor, none opposed.

 

The Teamsters have informed the Town that Labor negotiations will start on August 15, 2016. 

 

The Town received a letter from the Department of Solid Waste informing us of the increase in fees effective January 1, 2017.

 

MOTIONS AND RESOLUTIONS

Councilor Doyle made a motion, seconded by Councilor Frazier-Hartle to allow the Engineer to proceed with the Environmental Study on Water Service Area 7, all were in favor, none opposed.

 

Councilor Frazier-Hartle made a motion, seconded by Councilor Clothier to retain the Services of Larry Malfatano of Bond Schoeneck & King for council during Contract negotiations, all were in favor, none opposed.

Doug Miller of Miller Engineering addressed the Board with an overview of what needs to be done to continue with the Environmental Study for Water Service Area 7.   Councilor Doyle questioned Mr. Miller about obtaining easements for the Water Service Area that is currently being worked on.  Mr. Miller said that no easements were required because the work is being done within the road right of ways.  Deputy Supervisor Snow Jr. questioned needing a form for problems and or damages to property while work is being done on the current system as there was with Water District 3.  Supervisor Williamson suggested we copy the form from Water District 3 and use that. 

 

PAYMENT OF TOWN BILLS

Councilor Frazier-Hartle questioned why there were so many late payments in the bills.

She questioned the Walmart payment and also why the Bond payment was late.   There was also an invoice that was billed to the wrong line item that needs to be corrected. 

 

Councilor Clothier made a motion, seconded by Councilor Doyle to pay the Town Bills as audited on Abstract #14, all were in favor, none opposed. 

          General Fund          $6,471.97               Highway Fund         $24,328.81

          WSA 6A Fund          $9.45                      SSA Fund                $1,035.00

 

DATES FOR UPCOMING MEETINGS

Town Board Meeting                   August 10, 2016 at 7:00 P.M.

Public Work Session                     August 24, 2016 at 6:00 P.M.

 

The Board discussed purchasing a new plow truck for the Highway Department.  They will be exploring their options for the truck itself and also for financing.  They are hoping to have all of this information together for the August Board Meeting.  Deputy Supervisor Snow Jr. told the Board he didn’t like the idea of piggybacking.  He would rather order a truck with the specifications that would allow us to bill the maximum to the County for plowing.

Councilor Clothier made a motion, seconded by Supervisor Williamson to adjourn the meeting, all were in favor, none opposed.
