PUBLIC WORK SESSION

JUNE 22, 2016

 

CALL TO ORDER

 

Supervisor Williamson called the meeting to order at 6:57 P.M.  Present for the roll call were Supervisor Ed Williamson, Councilors Eric Clothier, Tracy Doyle, Melissa Fortier and Brenda Frazier-Hartle.  Deputy Supervisor John Snow Jr. and Highway Superintendent Jeff Richards were also present.  There were 5 Residents and Guests in attendance. 

 

COMMUNICAITONS AND ANNOUNCEMENTS

 

Supervisor Williamson reported there will be a pre-construction meeting for Water Service Area 6A on Friday June 24th at 2:00 P.M.  He will be meeting with the Town Engineer, OCWA, Rural Development and the Contractor W. D. Malone.  

 

The Town has received correspondence from the DEC regarding the Welch Gravel Pit on County Line Road.  Supervisor Williamson has requested drawings and specifications from the DEC regarding this pit. 

 

The Home Rule Bill transferring 8.3 acres from the City of Fulton to the Town of Granby has passed both houses of Government and is now awaiting the Governor’s Signature.  Supervisor Williamson will write a letter to the Governor requesting he sign this Bill.  The City can now proceed with an access road to the property.  Councilor Frazier-Hartle asked if there was a time limit for the City to build this road.  Councilor Doyle said there is no way this property can be used for recreation.  There is a sludge pond there from the sewage treatment plant.  He feels we should sell this property to an adjoining landowner because there is no way this can be used as a boat launch.  We should look for another location for a park for the kids.  He thinks the Town should look into Granby Residents being able to have access to North Bay.   

 

Supervisor Williamson reminded everyone that Family Fun Day is this Saturday June 25th from 11 a.m. to 3 p.m.

 

Mr. French has accepted his nomination of Citizen of the Year for 2016.  The Ceremony will begin at noon. 

 

OLD BUSINESS

 

The Board discussed the repairs on the 2001 and 2011 trucks.  Highway Superintendent Richards will get a couple more estimates for the 2001 and he is working with Delong’s on a solution for the 2011. 

 

 

Supervisor Williamson has a couple projects for Deputy Supervisor Snow Jr. this summer.  He would like him to work on a Capital Plan and also work with the City of Fulton to secure a Grant for a new sewer line from Eleventh Street to the Walmart pump station and also put a larger pump in the station next to Fulton Glass.  There is money available for infrastructure repair and this would help attract new business to the area.    

 

Councilor Fortier made a motion, seconded by Councilor Doyle to set aside $2,000.00 for a Capital Project for Deputy Supervisor Snow Jr. to do the sewer project, all were in favor, none opposed. 

 

Supervisor Williamson asked the Town Clerk to write a letter to County Highway Superintendent Ospelt regarding the speed reduction request the board voted on at the June 8th meeting. 

 

PAYMENT OF TOWN BILLS

 

Councilor Frazier-Hartle questioned why there was no reference to which trucks the parts were for on the NAPA bills and some delivery receipts were not signed.  Councilor Doyle stated the Board has asked for this information before and it is still not being provided.  When there is a delivery, someone should check the items and sign or initial for them.  She also questioned why Abstract 11A is not listed on the Agenda. 

 

Councilor Frazier-Hartle made a motion, seconded by Councilor Clothier to pay the Town bills as audited on Abstracts 11A and 12, all were in favor, none opposed.

 

          General Fund          $2,244.66               Highway Fund         $2,233.98

          Abstract 11A              $983.70

 

Councilor Frazier-Hartle then asked how we would pay the two bills for the Granby Seniors when there is no money in that budget line. 

 

Councilor Doyle made a motion, seconded by Councilor Fortier to transfer $3,000.00 from the Contingency Fund to pay the bills for the Seniors, all were in favor, none opposed.  

 

Councilor Clothier made a motion, seconded by Councilor Doyle to authorize the Supervisor to pay the bills as audited, all were in favor, none opposed.

Councilor Clothier made a motion, seconded by Councilor Doyle to adjourn the meeting, all were in favor, none opposed.
