TOWN BOARD MEETING
JUNE 8, 2016
7:00 P.M.
CALL TO ORDER
Supervisor
Williamson called the meeting to order at 7:00 P.M. leading those present in
the Salute to The Flag. Present for the
roll call were; Supervisor Ed Williamson, Councilors Tracy Doyle, Eric
Clothier, Melissa Fortier and Brenda Frazier-Hartle. Deputy Supervisor John Snow, Jr and Highway
Superintendent Jeff Richards were also present.
There were 16 Residents and Guests in attendance.
Councilor
Clothier made a motion, seconded by Councilor Fortier to dispense with the
reading of the minutes of the previous meetings of May 11th, 16th
and 25th, all were in favor, none opposed.
PUBLIC COMMENT
Rose Anthony – At last month’s meeting
she brought up that there is a law that states no driveways could enter State
Route 3 from Hannibal St. to State Route 104 in Hannibal. She had to leave the meeting early, but was
told that after she left, Supervisor Williamson stated a Commercial business
could enter State Route 3. She also said Supervisor Williamson had said
there was a Public Hearing on the matter.
Supervisor Williamson answered he didn’t say there was a Public Hearing,
but he was told there would be a Public Comment Period. Ms. Anthony went on to read a letter from her
Attorney ordering Mr. Williamson to cease and desist in his slanderous remarks
about her. This conduct is not what the
people in Granby are entitled to. Ms.
Anthony then asked the Supervisor to step down.
Councilor Frazier-Hartle stated the Supervisor also called her names
when she voted no to the Contractor for the Water District because she felt it
was a conflict of interest.
Lynn Lyons – She is here to let
the Board know they are still having issues with the mine on County Route
85. She knows Supervisor Williamson
calls and nothing gets done, so she is addressing the other four members of the
Board. They have dust, rocks and trucks
running fast. She has made a phone call
about getting the wheel wash running.
This was supposed to be running two years ago and hasn’t been and the
Board has done nothing about it. The
Puglia Pit is going to be an issue. In
2014 Syracuse Sand and Gravel was allowed to get another 70 acres. The Board need to be aware of what goes on in
this Town, because things have not been addressed.
Rodney Delong – Mr. Delong
questioned Supervisor Williamson about being in an accident the day
before. He feels this could be a
liability issue with the Town if he were doing Town business. Councilor Doyle stated Mr. Williamson was
driving his own vehicle and it won’t come back on the Town since it would be
covered by his personal insurance. Mr.
Delong also stated that if what Ms. Anthony and Councilor Frazier-Hartle said
is true it should be looked into and disciplinary action taken. This type of behavior falls under the employee
handbook whether elected or not.
COMMUNICATIONS AND ANNOUNCEMENTS
The
Town has received a letter from the Teamsters Local 317 stating that the
Highway Contract expires December 31 2016.
Supervisor Williamson stated the Town should start negotiations by
August.
Each
Board Member has the Property Tax Assessment for 2016 from the NYS Department
of Taxation and Finance.
Supervisor
Williamson reminded everyone that Family Fun Day is Saturday June 25th
from 11:00 to 3:00 P.M.
Supervisor
Williamson read a memo he sent to the Town Board suggesting Mike French be
nominated for Citizen of the Year. Mr.
French has done numerous things for the Town and Supervisor Williamson feels he
would be deserving of this honor.
Councilor
Fortier made a motion, seconded by Councilor Clothier to nominate Mike French
for Citizen of the Year, all were in favor, none opposed.
OLD BUSINESS
NEW BUSINESS
Councilor
Doyle has driven Russell Road after hearing the Resident’s concerns at the May
Town Board Meeting. He can see where it
is not safe to drive 55 mph on that road.
He feels it meets the criteria to reduce the speed limit.
Councilor
Doyle made a motion, seconded by Councilor Fortier to send a letter to the
County regarding reducing the speed limit on Russell Road, Supervisor
Williamson was in favor, Councilor Frazier-Hartle was opposed, Councilor
Clothier abstained.
REPORTS FROM DEPARTMENTS
Highway
Superintendent – They have been cutting shoulders and
cleaning ditches. The first round of
mowing is almost complete and they have been cutting brush and filling
potholes. The 207 International truck is
back from Delong’s. Superintendent
Richards has been attending Highway Superintendent School in Ithaca over the
last three days. Bob Delong has been
here to look over the 2001 truck. The
Board has a copy of his findings and recommendations. Mr. Delong also recommended that the Town not
purchase the 2011 truck the Town of Schroeppel has for sale because it has the
type of motor that there have been problems with. Supervisor Williamson asked Mr. Richards if
he knew when the County was going to pave the roads. He answered we are on the schedule, but
doesn’t know the dates for the work yet.
Town
Clerk/Tax Collector – Total Revenue for May was $1,742.30 with a
check to NYS Dept. of Ag & Markets for $91.00 for the spay/neuter program
and a check to NYS Health Dept. for $$45.00 for Marriage Licenses and $51.96 to
the DEC for Fishing Licenses.
Cemeteries
– Rhonda Nipper reported Mike French has
replaced two boards at the Merritt Cemetery and will be submitting a bill. John Snow Jr. said the Boy Scout Troupe did
some cleanup in Lewis Cemetery and also did the flags. Supervisor Williamson commented on how nice
the flowers looked that Mr. Snow Jr. and his mother placed at the Granby Center
Cemetery.
Historian – Mr. Snow Jr. was asked to do a
tour of the Mt. Adnah Cemetery in Fulton recently.
Youth
Director (Supervisor Williamson) The Youth Director
is working with Supervisor Williamson getting ready for Family Fun Day. She recently had a game day with several
activities including basketball and a bike rodeo.
Assessor
– Several Residents were in for Grievance
Day. Things went well.
Supervisor
– We
will be starting on WSA 6A by the end of next week. He is waiting for one more report form the
DEC before we can continue. Everything
else is ready.
Buildings/Highway
– Councilor Frazier-Hartle received a note
from Highway Superintendent Richards regarding the emergency light in the
Conference Room not working. When she
called for a quote she was told it had already been taken care of. She feels as Buildings and Highway Liaison
this should be her responsibility.
Code
Enforcement/Zoning – Building Permits issued 23, with a
construction value of $148,796.00, Building Permit fees $871.40, Building
Inspections conducted 20, Permits closed 6, Violation Inspections 8, Violations
Issued 14, Closed 3.
PAYMENT OF TOWN BILLS
Councilor
Frazier-Hartle questioned the bill for Knapp Electric for lighting. Supervisor Williamson stated it was discussed
at a meeting to have a light in the back parking lot because it is so dark out
there and to repair the light at the Community Center. Councilor Frazier-Hartle also questioned why
we needed to purchase more keys for the builing. Supervisor Williamson said there were
Employees who needed a key. Councilor
Frazier-Hartle asked if people are not turning in their keys when they are no
longer employed here. She also
questioned the Hanson Aggregates bill.
Superintendent Richards said it was for cold patch for potholes and
listed under road repairs.
Councilor
Clothier made a motion, seconded by Councilor Doyle to pay the Town Bills as
audited on Abstract #11, all were in favor, none opposed.

Les Holmes – Everyone wants to be politically
correct. This is baloney. Personalities and peoples driving records
don’t belong at a Town Board Meeting. This is to do business. These issues should be in Executive Session. He would advise the Board to not even bother
answering on things like that.
