PUBLIC WORK SESSION

MAY 25, 2016

6:00 P.M.

 

CALL TO ORDER

 

Supervisor Williamson called the meeting to order at 6:06 P.M.  Present for the roll call were; Supervisor Ed Williamson, Councilors Eric Clothier, Tracy Doyle, Melissa Fortier and Brenda Frazier-Hartle.  Deputy Supervisor John Snow Jr. and Highway Superintendent Jeff Richards were also present.  There were 2 Residents and Guests in attendance. 

 

COMMUNICATIONS AND ANNOUNCEMENTS

 

Supervisor Williamson and the Town Clerk received an email from Senator Ritchie’s office with several pages of Laws and Procedures by Appendix 8 covering Interstate and Other Freeway Access Control and Modifications.  Anyone wishing to read this may do so by coming to the office.

 

The Board discussed with Highway Superintendent Richards which roads should be paved.  Mr. Richards has added Wilcox Road to the list.  Deputy Supervisor Snow Jr. stated Wilcox Road was just done 3 years ago.  He went on to say, if we are going to pay the County $60,000.00 to pave a road that was done by another contractor 3 years ago for $30,000.00, financially it doesn’t made sense to use the other contractor.  In the long run it would be cheaper to use the County.  We need to use the County Engineer and the Town Engineer to advise us which roads are best suited to be paved by the County. The County Engineer will come and look at the roads and help get them in shape. 

 

Deputy Supervisor Snow Jr. and Diane Haskins, Clerk to the Supervisor, attended a free Retirement System Workshop on May 13.  It was very informative and helpful. 

 

OLD BUSINESS

 

The Board has copies of the Road Standards from Engineer Doug Miller to review.

 

NEW BUSINESS

 

Councilor Doyle made a motion, seconded by Councilor Clothier to start a Capital Project in the amount of $100,000.00 for Water District #7, all were in favor, none opposed. 

 

 

 

 

 

 

MOTIONS AND RESOLUTIONS

 

Councilor Clothier made a motion, seconded by Councilor Doyle to hold a Public Hearing for the Proposed Amendments to the Town of Granby Zoning Ordinance on June 22, 2016 at 6:00 P.M., all were in favor, none opposed. 

 

RESOLUTION 16-2016

 

WHEREAS, Pursuant to a settlement of annexation procedures between the City of Fulton and the Town of Granby dated June 11, 2013, the Town of Granby agrees to accept from the City of Fulton the transfer of 8.3 acres of waterfront property on the Oswego River for the use of public purposes; and

 

WHEREAS, this transfer requires a special act of the State Legislature to authorize such transfer; and

 

WHEREAS, Assembly Bill A.7813-A and Senate Bill S.6756-A have been introduced in the NYS Assembly and NYS Senate, that if adopted and signed into law, would authorize the City of Fulton to transfer the 8.3 acres of waterfront property to the Town of Granby; and

 

NOW, on recommendation of the Town of Granby Town Board, be it

 

RESOLVED, that pursuant to the constitution of the State of New York, the Town of Granby Town Board hereby requests the NYS Assembly and Senate and the New York State Governor to support A.7813-A and S.6756-A, relating to authorizing the City of Fulton to discontinue its use of certain parklands, and be it further;

 

RESOLVED, that the Town Clerk is directed to provide copies of this Resolution to State Senator Patty Ritchie and Assemblyman William Barclay. 

 

Councilor Fortier made a motion, seconded by Councilor Doyle to accept Resolution 16-2016, a roll call vote was taken;

Councilor Clothier made a motion, seconded by Supervisor Williamson to approve the Water Service Area 6A (H Fund) budget, all were in favor, none opposed. 

 

Councilor Doyle made a motion, seconded by Councilor Clothier to approve the Capital Project (H Fund) budget for the Community Center/Building Improvements in the amount of $70,000.00, all were in favor, none opposed.

 

PAYMENT OF TOWN BILLS

 

Councilor Fortier made a motion, seconded by Councilor Doyle to approve payment of the Town Bills as audited on Abstract #10, all were in favor, none opposed. 

 

          General Fund          $5,526.38               Highway Fund         $2,876.79

          Capital Project        $107.84

 

Councilor Frazier-Hartle made a motion, seconded by Councilor Doyle to accept the 284 Agreement presented by Highway Superintendent Richards with the roads listed, all were in favor, none opposed.

Councilor Doyle made a motion, seconded by Councilor Clothier to adjourn the meeting, all were in favor, none opposed.
