TOWN OF GRANBY
PUBLIC WORK SESSION
APRIL 27, 2016
6:00 P.M.
CALL TO ORDER
Supervisor
Williamson called the meeting to order at 6:02 P.M. Present for the roll call were; Supervisor Ed Williamson, Councilors Eric Clothier,
Tracy Doyle, Melissa Fortier and Brenda Frazier-Hartle. Deputy Supervisor John Snow Jr. and Highway
Superintendent Jeff Richards were also present.
There were 11 Residents and Guests in attendance.
Councilor
Doyle made a motion, seconded by Councilor Clothier to suspend the Standing
Rules of Order and give the Granby Seniors Group privilege of the floor at the
Work Session, Supervisor Williamson and Councilor Fortier were in agreement,
Councilor Frazier-Hartle was opposed.
Larry
Flora, President of the Granby Seniors Group, addressed the Board regarding the
lack of support from the Town for the Granby Seniors. Since 1975 the Town has always supported the
Group which has 110 members. He shared a
list from surrounding Towns showing the number of members in their Senior
Groups and funds they provide. Mr. Flora
stated there was no money appropriated in the 2016 Town Budget for the
Seniors. He said the Town, in previous
years, had always put funds in the Budget, but this year there was zero.
Councilor Frazier-Hartle asked how many of the members were Granby
Residents. Mr. Flora stated more than 50
percent were Residents of the Town.
Budget Officer Snow Jr. told Mr. Flora at Budget time last year when he
asked the Board liaison to the Seniors, who is no longer a Board Member, what
the Seniors needed for budgeting purposes she said nothing. Mr. Snow Jr.
explained that, per the Comptroller’s Office, the group needs to put together a
list of activities and events they are planning for the year. The Board can
approve the list and the Senior Group will be in charge of them. The Board asked the Seniors to put a list of
activities together to bring to the next meeting and they would help with
funding. Mr. Flora invited the Board
Members to join them for their luncheons anytime.
COMMUNICATIONS AND ANNOUNCEMENTS
Supervisor
Williamson said the bids for Water Service Area 6A are due on May 5th,
2016 by 3:00 P.M. at which time they will be opened publicly. The Town Clerk will post notice of a special
meeting to open the bids.
Supervisor
Williamson stated Syracuse Sand and Gravel has started mining out of the old
Sam Puglia pit off Johnny Cake Drive.
The Town was not notified they would be using this pit.
The
Town received an email from Kenneth Lynch, DEC Regional Director, on April 15,
2016 regarding the operation of the Johnny Cake Drive pit. The email also indicates a proposed entrance
on State Route 3 is in the new modifications and will go out for Public Comment
in the near future.
Supervisor
Williamson has sent a letter to David Bimber of the DEC concerning the
operation of the Johnny Cake Drive pit.
He also asked for a copy of the existing permit and drawings. Councilor Frazier-Hartle stated we need to
stay on top of this so we can get the word out to the Residents regarding the
Public Hearing.
Oswego
County Parks and Recreation has informed the Town the Bubble mania will be
preforming at the Family Fun Day on June 25th.
Doug
Miller of Miller Engineering will have recommendations for application of the
Roads he and Highway Superintendent Richards have inspected.
The
Board discussed with Highway Superintendent Richards which roads he was
considering resurfacing and what material he planned to use. Mr. Richards also shared pricing he had
received to do the work. They decided to
wait for the Engineer’s report before making a final decision.

MOTIONS AND RESOLUTIONS
Councilor
Fortier made a motion, seconded by Councilor Doyle to lease the proposed copier/document
manager for 36 months at $278.09 per month, all were in favor, none opposed.
Councilor
Frazier-Hartle made a motion, seconded by Supervisor Williamson to approve a
new 284 Agreement to be in effect until May 31, 2016, all were in favor, none
opposed.
Councilor
Frazier-Hartle made a motion, seconded by Supervisor Williamson to increase the
budget line of A1620.2 by $12,198.38, all were in favor, none opposed.
PAYMENT OF TOWN BILLS
Councilor
Fortier made a motion, seconded by Councilor Doyle to pay the Town Bills as
audited on Abstract #8, all were in favor, none opposed.
