TOWN OF GRANBY
PUBLIC WORK SESSION
MARCH 23, 2016
6:00 P.M.
Supervisor
Williamson called the meeting to order at 6:00 P.M. Present for the roll call were; Supervisor Ed
Williamson, Councilors Eric Clothier, Tracy Doyle, Melissa Fortier and Brenda Frazier-Hartle. Deputy Supervisor John Snow Jr. and Highway
Superintendent Jeff Richards were also present.
There were 2 Residents in attendance.
COMMUNICATIONS AND ANNOUNCEMENTS
Another
memo is being sent to Department Heads covering work hours and purchasing. The Town Board will sign the original and one
will be given to each Department.
Each
Board Member has a copy of the February Codes Report.
The
Town has received information on National Historic Landmarks from the US
Department of Interior.
The
Town of Granby will be participating in the Victim Advocate Education
Program. We will be planting a tree on
April 12th, 2016 at 4:00 P.M. at the Community Center.
The
Board Members have received an email from one of our Code Enforcement Officers
covering codes and fire inspections. Councilor
Doyle has met with the Codes Officer.
They are working on the fees and should be finishing up for the next
meeting.
Supervisor
Williamson requested that OCWA send information regarding the proper use of
water hydrants.
Supervisor
Williamson reminded the Board Family Fun Day will be Saturday June 25th,
2016 from 11:00 A.M. to 3:00 P.M. They
are planning a bike give a way.
Emergency
Management Training that was cancelled previously due to the weather was
rescheduled for today, March 23, 2016.
Each
Board Member has a copy of the corrected Highway Inventory.

MOTIONS AND RESOLUTIONS
Councilor
Frazier-Hartle made a motion, seconded by Councilor Doyle to increase Highway
Fund Revenue by $413.00 (Account 2680, Insurance Recovery) and decrease Appropriated
Fund Balance by that amount, all were in favor, none opposed.
Councilor
Clothier made a motion, seconded by Councilor Doyle to increase Highway Fund
Revenue by $70.34 (Account 2701, Refund from Prior Year Expenses) and decrease
Appropriated Fund Balance by that amount, all were in favor, none opposed.
Councilor
Clothier made a motion, seconded by Councilor Fortier to increase Water Fund
Revenue by $8.89 (Account 2701, Water Service Area 6A) Refund from Prior Year,
all were in favor, none opposed.
Councilor
Frazier-Hartle made a motion, seconded by Councilor Clothier to allow the Town
Clerk to advertise for bids covering Water Service Area 6A, all were in favor,
none opposed.
PAYMENT OF TOWN BILLS
Councilor
Frazier-Hartle made a motion, seconded by Councilor Fortier to pay the Town
Bills as audited on Abstract #6, all were in favor, none opposed.

WD #3 Fund $8,540.33
Councilor
Frazier-Hartle made a motion, seconded by Councilor Doyle, to enter into
Executive Session to discuss a Personnel issue, all were in favor, none
opposed.
The
Board entered into Executive Session at 6:16 P.M.
Councilor
Frazier-Hartle made a motion, seconded by Councilor Fortier to reconvene the
meeting, all were in favor, none opposed.
The
meeting reconvened at 6:44 P.M.
Councilor
Fortier stated the Board will be sending a memo to all Town Employees saying they
are to list their time in and time out and any time over 6 hours they need to
take a one half hour lunch, per State Law.
