TOWN OF GRANBY
BOARD MEETING
MARCH 9, 2016
7:00 P.M.
CALL TO ORDER
Supervisor
Williamson called the meeting to order at 7:00 P.M. leading those present in
the Salute to the Flag. Present for the
roll call were; Supervisor Ed Williamson, Councilors Eric Clothier, Tracy
Doyle, Melissa Fortier and Brenda Frazier-Hartle. Deputy Supervisor John Snow Jr. and Highway
Superintendent Jeff Richards were also present.
There were 6 Residents and Guests in attendance.
Councilor
Fortier made a motion, seconded by Councilor Frazier-Hartle to dispense with
the reading of the minutes of the previous meetings of February 17th
and 24th, 2016, all were in favor, none opposed.
PUBLIC COMMENNT
Stacie France – Ms. France is with
the Oswego County Opportunities SAF Program.
Stacie asked the Board to consider planting a tree, which they provide,
in the Town of Granby during this year’s National Crime Victims’ Rights Week
April 10th through the 16th. The Board chose Tuesday April 12th
for the Ceremony.
Christine Bassett – Mrs. Bassett is
speaking on behalf of herself and Lynn Lyons who could not be at the meeting
tonight. They have been working on
contacting community members to meet with the Attorney regarding the mining
concerns. They are looking for concerned
interested people who may be impacted by mining from all areas of Granby. Mrs. Bassett reported that the mining is
going. The trucks are flying by on her
road. Potholes on 48 are a major
problem, mostly on the loaded truck side going south. The trucks are tracking dust and stones are
falling off.
COMMUNICATIONS AND ANNOUNCEMENTS
Supervisor
Williamson reported that the new front entrance doors had been installed. They were installed with solid panels on the
bottom of the doors, these will be taken out in the next couple of weeks and
clear glass put in. Some of the cameras
had been installed and the monitor is working.
We will see how these work and maybe down the road we will have others
installed.
Highway
Superintendent Richards has received two copies of the 284 Agreement to spend
Town Highway money. This has to be
signed by a majority of the Board and returned to the County by April 4th,
2016. Deputy Supervisor Snow Jr. stated
that when the Roads to be worked on are decided, another 284 Agreement will be
drafted. This will be sent to the County
and will supersede the old Agreement.
We
have received the 2016 Rabies Clinic Schedule from the County Health
Department.
The
Emergency Management Training that was cancelled due to bad weather has been
re-scheduled for March 23rd, 2016 from noon to 4:00 P.M.
Marion
Naramore, Executive Director of the Oswego Housing Development Inc. has
requested to speak at our April 13, 2016 meeting.
Legislator
Sorbello and Supervisor Williamson attended the Cody Fire Department meeting in
honor of Mr. Fred Rumsey’s 70 years of service to the Fire Department and the
Town. He was presented with
Proclamations from the County and the Town of Granby. Mr. Rumsey asked Supervisor Williamson to
thank the Town Board for their Proclamation.
OLD BUSINESS
The
Board discussed the Building Permit, Fire Inspection and Operating Permit
Fees. Councilor Doyle feels the Town
should charge Fire Inspection Fees for apartment houses. Deputy Supervisor Snow Jr. reminded the Board
that they need to look at each issue on an individual basis. Building Permit fees are one thing, Fire
Inspections another, Operating Permits another and finally the hours and
pay. If the Board decides not to charge
business owners for Operating Permits, they need to repeal the Local Law.
Jim
Karasek spoke on the history of the issues that brought about the septic
inspections and the Fire Inspections.
Councilor
Doyle will research purchasing an Ipad for the Codes Officers.
The
Planning Board will have a packet for the next meeting on the proposed Zoning
Changes.
NEW BUSINESS
MOTIONS AND RESOLUTIONS
Councilor
Doyle made a motion, seconded by Councilor Frazier-Hartle to approve the time,
mileage and registration fees for training for Code Enforcement Officer David
Hanford, all were in favor, none opposed.
The
Board discussed the request by the Assessor and Codes Office to purchase a new
printer/copier for the office. Councilor
Fortier suggested Deputy Supervisor Snow Jr. meet with them to find out what
their needs are before making a decision.
REPORTS FROM
DEPARTMENTS
County Legislator – Legislator
Karasek said he spoke at a City of Fulton Council meeting about the suggestion
of another Legislator to dissolve the City of Fulton. He told the City Council he thought it would
be rude to dissolve the City and not ask Granby if they would want them. He said that if the neighboring Towns
absorbed the City, they would also have to absorb their debt. He opposes the idea. Next month he will have information on how
the structure of Land Bank will be taking place. The Land Bank has the Power of Domain. They can seize vacant foreclosures. There are more than 300 of these properties County
wide. Mr. Karasek then spoke about the
Planning Board. The Town of Granby
Planning Board is a separate authority, not an extension of the Town Board.
Town Clerk/Tax
Collector – Total revenue for
February was $1,654.25 with a check to NYS Ag & Markets for $121.00 for the
spay/neuter program, a check for $45.00 to the NYS Health Department for
marriage licenses and a check to the Supervisor for $1,488.25 for local shares. The Clerk asked the Board to approve her attending
the annual NYSTCA Conference in Saratoga to include mileage.

Williamson made a motion, seconded by Councilor Fortier to approve the Town
Clerk’s request to attend the annual NYSTCA Conference in Saratoga, NY April 17th
to April 20th 2015, to include mileage, a roll call vote was taken.

Cemeteries – Cemetery
Records Clerk Rhonda Nipper reported that the fence needs repair in Merritt
Cemetery.
Historian – Historian
John Snow Jr. said Oswego County Tourism is putting together a book for the
Counties 200th Anniversary.
He has been doing research for some families via email. He has had training on the new camera system.
Budget Officer – Mr.
Snow Jr. reported there has been problems at the end of the year with
Department Heads going to the Supervisor’s Clerk for reports instead of the
Budget Officer. The reports are not
always accurate and this causes problems at the end of the year. He asked Supervisor Williamson to ask the
Department Heads for hourly schedules.
He would like quarterly statements for budget projections. We need to have communication and
transparency. The Employee Handbook allows
the Supervisor to ask for and also approve schedules. Budget Officer Snow Jr. proposed that the
Board create schedules for April, May and June if no Department Heads
comply. Councilor Frazier-Hartle
suggested a memo be sent to the employees to let them know what their budget is
and to let them know they will be responsible for any spending in excess of
their budget. Councilor Fortier feels it
would benefit the Department Heads to get a quarterly statement showing
projected and annual spending. Mr. Snow
Jr. also stated we need to address the issue of taking an unpaid half hour
lunch if an employee works over six hours a day. This is a labor law required by the State of
New York.
Supervisor
Williamson will send a third and final memo regarding scheduling to the
Department Heads with a copy of the page regarding scheduling from the Employee
Handbook.
Youth Director - (Supervisor
Williamson) The Youth Director is working on games for Family Fun Day.
Dog Control Officer – (Supervisor
Williamson) Complaints 43, Mileage 332, no expenses for supplies or vet.
Councilor
Fortier will now be the Justice Liaison and Councilor Clothier will be the
Planning Board and Zoning Board Liaison per Supervisor Williamson.
Highway Superintendent – Highway
Superintendent Richards reported the trucks have been out nine times since the
last meeting. They have been doing
routine maintenance on the trucks, filling potholes and checking road signs. He has met with some Residents on drainage issues.
He has talked to John DeHollander regarding one of these issues. He has checked on culverts, they have more
than enough. They will not have to buy
any this year. They are going to start
logging in the road culverts again, this was stopped over a year ago. The 2007 truck is at Delong’s garage and the
transmission has arrived. He has two
trucks hauling gravel. Superintendent
Richards gave the Board three prices for gravel. Councilor Doyle questioned why the impact gun
that was purchased from NAPA this year was not on the inventory list. Deputy Supervisor Snow Jr. stated with the
current Asset Management policy anything under $500.00 does not have to be on
the list. This amount will be lowered
when he drafts the new Asset Management Policy.
Superintendent Richards will check on this.
Code Enforcement/Zoning – Councilor
Doyle will be meeting with the Codes Officer and finishing up the fees.
Supervisor – Supervisor
Williamson has a quote from Volney Multiplex for panic buttons in the Court
Office and Town Clerk’s Office. The
Board doesn’t feel these are necessary.
Buildings/Highway – Councilor
Frazier-Hartle like the new doors and is glad we are now disability
compliant. She received the book the
Board ordered for her and has learned some interesting things regarding the
Highway Department she was not aware of.
Town Board Reports/Comments
Councilor Frazier-Hartle made a motion, seconded by
Supervisor Williamson to notify the proper authorities that the Justice Audits
were completed, all were in favor, none opposed.
Councilor Clothier made a motion, seconded by Councilor
Fortier to re-appoint Rhonda Nipper as Cemetery Clerk, all were in favor, none
opposed.
PAYMENT OF TOWN BILLS
Councilor
Frazier-Hartle made a motion, seconded by Councilor Doyle to pay the Town Bills
as audited on Abstract #5 with the exception of Staples in the amount of
$679.00 for the Codes/Assessor printer and the Zee Medical Inc. in the amount
of $1,798.00, all were in favor, none opposed.
