February 17, 2016: Town Board Meeting

BOARD MEETING

FEBRUARY 17, 2016

7:00 P.M.

 

 

CALL TO ORDER

 

Supervisor Williamson called the meeting to order at 7:00 P.M. leading those present in the Salute to The Flag.  Present for the roll call were; Supervisor Ed Williamson, Councilors Tracy Doyle, Melissa Fortier and Brenda Frazier-Hartle.  Deputy Supervisor John Snow Jr. and Highway Superintendent Jeff Richards were also present.  There were 10 Residents and Guests in attendance.

 

Councilor Frazier-Hartle made a motion, seconded by Councilor Fortier to dispense with the reading of the minutes for the previous meetings of January 6th, 19th, and 27th, 2016, all were in favor, none opposed. 

 

Councilor Clothier joined the meeting at 7:06 P.M.

 

PUBLIC COMMENT

 

Christine Bassett -

 

COMMUNICATIONS AND ANNOUNCEMENTS

 

Supervisor Williamson received a price of $5,363.00 from Doyle Electronics for cameras for the Community Center, The Town Hall and The Highway Garage.  Volney Multiplex submitted a price of $5,196.00.

 

Councilor Frazier-Hartle made a motion seconded by Councilor Doyle to accept the estimate from Volney Multiples for the cameras, all were in favor, none opposed.

 

The Town received a registration form for a Notary Public class Each Board member has a copy and a copy is posted. 

 

Each Board member has received a copy of the letters form the Unified Court System. 

 

Supervisor Williamson reported that the Emergency Management Training that was supposed to be held on February 16, 2016 was cancelled.

 

Councilor Doyle made a motion, seconded by Councilor Clothier to appoint Scott Chattfield as Attorney for the Town, Councilor Frazier-Hartle and Supervisor Williamson were in favor, Councilor Fortier was opposed.

 

OLD BUSINESS

 

Review Codes Officer’s plan regarding Fire Inspection and hours.

 

NEW BUSINESS

 

MOTIONS AND RESOLUTIONS

 

Councilor Frazier-Hartle made a motion, seconded by Councilor Doyle to allow the Highway Superintendent to sign the State DOT Emergency Declaration for Service and Materials to Town up to $10,000, all were in favor, none opposed

 

Councilor Clothier made a motion, seconded by Councilor Fortier to accept the bid from Knapp Electric to replace the heaters in the meeting room, all were in favor, none opposed.

 

REPORTS FROM DEPARTMENTS

 

County Legislator - Legislator Jim Karasek

Youth Director -The Youth Director had a skating party and a pizza party.  Supervisor Williamson is getting information together for Family Fun Day. 

Highway Superintendent -

Buildings/Highway

Town Clerk/Tax Collector – Total revenue for December was $1,519.60 with a check sent to the NYS Department of Ag & Markets in the amount of $119.00 for the Spay/Neuter program and a check to the Supervisor for $1,400.60 for local shares.  The Town Clerk reported that the Junk Dealer’s License had been signed off on by Constable Robert Dalton.  She also reported that the Roadhouse 48 Liquor License has been amended to include live music and 2 floors instead of 1.  The Attorney for the owner has also requested to waive the 30 day notice for this change in the license.

Councilor Frazier-Hartle made a motion, seconded by Supervisor Williamson to waive the 30 day notice for the Liquor License for Roadhouse 48, all were in favor, none opposed.

 

Dog Control Officer (Supervisor Williamson) Complaints – 37, Dogs picked up 2, no supplies or vet expenses, mileage 348, Impound fees $20.00. 

 

 

PAYMENT OF TOWN BILLS

 

Councilor Clothier made a motion, seconded by Councilor Frazier-Hartle to approve the payment of the Town Bills as audited on Abstract #3

 

          General Fund          $3,521.81               Highway Fund         $12,107.22

          Wilobob Fund          $89.44

Public Work Session           February 24, 2016 at 6:00 P.M.

Town Board Meeting         March 9, 2016 at 7:00 P.M.

Councilor Clothier made a motion, seconded by Councilor Doyle to adjourn the meeting
