TOWN OF GRANBY
WORK SESSION
JANUARY 27, 2016
6:00 P.M.
CALL TO ORDER
Supervisor
Williamson called the meeting to order at 6:00 P.M. Present for the roll call were; Supervisor Ed Williamson, Councilors Eric Clothier,
Tracy Doyle, Melissa Fortier and Brenda Frazier-Hartle. Deputy Supervisor John Snow Jr. and Highway
Superintendent Jeff Richards were also present.
There were 9 Residents and Guests in attendance.
COMMUNICATIONS AND ANNOUNCEMENTS
Each
Board Member has a copy of the memo sent by Supervisor Williamson to the
Department Heads regarding hourly scheduling and purchasing. Supervisor Williamson has not received any
response from this memo and will be sending out a follow up memo this
week.
A
Resident has submitted a cost estimate to replace items in her home to
alleviate the water pressure problems she has due to being on the end of the
Water District #3 line.
Supervisor
Williamson feels it is not the Town’s responsibility to replace these items due
to a water line installation malfunction.
The Board feels the Resident should contact the Fire Department to make
sure they are following the correct procedures when using the fire
hydrants.
The
Town has received a letter from the State Comptroller’s Office covering a
November Justice Report. The issue has
been taken care of.
The
Town has received a letter from the Oswego County Emergency Management Office
scheduling training for Elected Officials.
The
Town of Hannibal has sent a letter and drawings for a pit extension which
borders the Town of Granby. Supervisor
Williamson has scheduled a meeting with the Town Engineer and Attorney for the
Town on Tuesday morning for guidance on how this affects the Town.
OLD BUSINESS
Councilor
Clothier made a motion, seconded by Councilor Fortier, to transfer $300.00 from
Contingency to A8664.110, to pay the Code Enforcement Officers for hours they
attend mandatory training, all were in favor, none opposed.
Supervisor
Williamson reviewed the price for the two heaters in the meeting room with
Knapp Electric. They assured him they
are equal to the equipment quoted in the other proposal.
Councilor
Clothier made a motion, seconded by Supervisor Williamson to approve the
proposal by Knapp Electric to install the new heaters in the meeting room, all
were in favor, none opposed.
The
Board has received their audit packages.
The audit must be completed by February 15, 2016 and filed with the Town
Clerk.
NEW BUSINESS
The
Board asked Attorney for the Town Chatfield to review the Inter-municipal
agreement Highway Superintendent Richards brought before them at the last
meeting so they can make a decision regarding approving it for the next
meeting.
The
Board will review the Codes Officer’s plan regarding Fire Inspections and
hours.
Deputy
Supervisor Snow Jr. has submitted the 2016 Tax Freeze information to the Office
of Budget and it has been accepted.
Supervisor
Williamson has received an estimate from Volney Multiplex for cameras covering
the Community Center, Town Hall and Highway Garage. Each Board Member has a copy. He has also contacted Doyle Electronics for
an estimate.
The
2007 plow truck has damage. We are
currently putting a cost estimate together.
The
Town has received an Administrative Order from the 5th Judicial
District for a temporary change in the Court, each Board Member has a
copy.
The
Board discussed the Procurement Policy.
Supervisor Williamson feels all the amounts on the Policy should be
lowered. Deputy Supervisor Snow Jr. has
revised the Procurement Policy according to the Comptroller’s recommendations.
MOTIONS AND RESOLUTIONS
Councilor
Doyle made a motion, seconded by Supervisor Williamson, to pay Jeff Richards
quarterly for Planning Board Meetings, all were in favor, none opposed.
The
Board discussed the possibility of merging the Granby Town Court with the
Hannibal Court. There will be a meeting
in the Town of Hannibal on February 18th, 2016 regarding this
issue. Supervisor Williamson suggested
the Board Members attend this meeting.
Granby Town Court Clerk Rhonda Nipper made a statement that no one from
the Judicial System was asked for their input on this consolidation, so the
study that is being talked about, some of it is false and misleading. Other members of the Audience stated that the
Town of Hannibal was not contacted or the Justice Court was not contacted. Councilor Thompson from the Town of Hannibal
stated they are not required to contact the Justice System. The procedure is that the Town Boards adopt
the Resolution and have a Public Hearing.
If it goes further than that, it goes to Public Referendum where the
people get to vote. According to Mr.
Thompson, there is no need for a private accounting firm to determine the
savings or a need for case studies. The
Towns can do it just to do it. Attorney
for the Town of Granby Chatfield stated a consolidation would typically be eliminating
Justice Positions, hence the need for the Referendum. Courtesy would normally include letting the
parties involved know it is being considered.
He also stated even though there are no studies required to determine if
there would be a savings, the complexities of Justice consolidation should be
explored very carefully because it is far more complicated than you might
think. Deputy Supervisor Snow Jr.
suggested this is an issue that should be discussed with our Judges. He feels their caseload could double. Our Court Room is not large enough now.
Councilor
Frazier-Hartle made a motion, seconded by Councilor Fortier to create a
Historical Commission to plan and execute the 200th Anniversary for
the Town, all were in favor, none opposed.
Councilor
Fortier made a motion, seconded by Councilor Doyle to transfer $8,300.00 from
A5010.112 to A9060.800, to replace the stipend for the Highway Superintendents
Health Insurance, all were in favor, none opposed.
Councilor
Doyle made a motion, seconded by Councilor Fortier to add $5,000.00 to the
postage machine, all were in favor, none opposed
PAYMENT OF TOWN BILLS
Councilor made a motion, seconded by
Councilor to pay the Town Bills
as audited on Abstract #2
General Fund $11,026.70 Highway
Fund $5,833.92
WD #3 Fund $263,385.00
Councilor Frazier-Hartle
made a motion, seconded by Councilor Doyle to enter into
Executive Session to discuss the possible disciplinary action of an employee,
all were in favor, none opposed.
The
Board entered into Executive Session at 7:35 P.M.
Councilor
Clothier made motion, seconded by Councilor Doyle to end Executive Session and
re-convene the meeting, all were in favor, none opposed.
The
meeting re-convened at 8:53 P.M.
Councilor
Fortier made motion, seconded by Councilor Doyle to compensate Judge Schmidt
the amount of $400.00 per Court appearance during the term of Judge Winkworth’s
temporary disability, all were in favor, none opposed.
