TOWN OF GRANBY ORGANIZATIONAL MEETING JANUARY 6, 2016 6:00 P.M.
CALL TO ORDER
Supervisor Williamson called the meeting to order at 6:01 P.M. leading those present in the Salute to The Flag. Present for the roll call were; Supervisor Ed Williamson, Councilors Eric Clothier, Tracy Doyle, Melissa Fortier and Brenda Frazier-Hartle.
The following positions were appointed by the Town Board:
Code Enforcement Officer Don LaBarge Code Enforcement Officer David Hanford Chief Constable Robert Dalton Constable Richard Wood Deputy Constable Edward Lamb Chief Court Clerk Jessica King Court Clerk Rhonda Nipper Registrar of Vital Statistics Janet Ingersoll Recreation Leader Jennifer Brown Emergency Management Officer (Uncompensated) TBD Fire Inspector TBD Co-Cemetery Records Clerk (Uncompensated) Rhonda Nipper Dog Control Officer Samantha Rizzo Records Access Officer Janet Ingersoll
Councilor Doyle made a motion, seconded by Councilor Clothier, to accept the appointments as read, all were in favor, none opposed.
Councilor Frazier-Hartle made a motion, seconded by Supervisor Williamson to re-appoint Carl Nylen to the Planning board for a seven year term to expire 12/31/2022, all were in favor, none opposed.
Councilor Frazier-Hartle made a motion, seconded by Councilor Clothier to appoint Paul Ketchum as Planning Board Chairman, all were in favor, none opposed.
Supervisor Williamson made a motion, seconded by Councilor Frazier-Hartle to re-appoint Michael French as ZBA Chairman, all were in favor, none opposed.
Councilor Frazier-Hartle made a motion, seconded by Councilor Clothier to advertise for the position of Attorney for the Town, accepting the two letters of interest they have already received, to include specific hourly charges and retainer fees in The Palladium Times, The Post Standard and The Valley New, all were in favor, none opposed.
RESOLUTIONS
#1-2016 We the Town Board RESOLVE that the Official website for the Town will be www.towngranby.org.
Councilor Frazier-Hartle made a motion, seconded by Councilor Clothier, to accept Resolution #1-2016, all were in favor, none opposed.
#2-2016 We the Town Board RESOLVE that the Official Financial Institution for the Town will be NBT Bank.
Councilor Clothier made a motion, seconded by Councilor Doyle to accept Resolution #2-2016, A roll call vote was taken.

#3-2016 We the Town board RESOLVE that the mileage rate for approved travel will be .45 per mile.
Councilor Fortier made a motion, seconded by Councilor Frazier-Hartle, to accept Resolution #3-2016, all were in favor, none opposed.
#4-2016 We the Town Board RESOLVE to affirm the Investment Policy as written.
Councilor Frazier-Hartle made a motion, seconded by Councilor Clothier, to accept Resolution #4-2016, all were in favor, none opposed.
#5-2016 We the Town Board RESOLVE to affirm the Procurement Policy as written.
Councilor Frazier-Hartle made a motion, seconded by Councilor Clothier, to accept Resolution #5-2016, all were in favor, none opposed.
#6-2016 We the Town Board RESOLVE that the Travel Policy is to be that all travel requests must be reviewed and approved by the Town Board prior to reimbursement.
Councilor Clothier made a motion, seconded by Councilor Doyle, to accept Resolution #6-2016, all were in favor, none opposed.
#7-2016 We the Town Board RESOLVE that the authorization is hereby given to the Town Supervisor to pay employees as follows;
Salaried Elected Town Officials to be paid on the fourth Thursday of Each month in 2016 at the rates set forth in the adopted 2016 Town Budget, and/or as the Board sets.
Hourly employees and Appointments are to be paid biweekly at the rates set forth in the adopted 2016 Town Budget, and/or as the Board sets;
Full Time Justice Clerk $12.25/hr Part Time Justice Clerk $10.60/hr Part-Time Assessor/Codes Clerk $10.60/hr Supervisors Clerk $10.60/hr Codes Officer $15.30/hr
Temporary Seasonal Highway employees are to be paid at the rate of $12.00 per hour.
Councilor Frazier-Hartle made a motion, seconded by Councilor Clothier to accept Resolution #7-2016, all were in favor, none opposed.
#8-2016 We the Town Board RESOLVE that the members of the Planning Board and Zoning Board of Appeals are to be considered part time employees and paid monthly as follows;
Chairperson $55.00 per meeting Members $35.00 per meeting Clerk $11.20 per hour
Councilor Fortier made a motion, seconded by Councilor Frazier-Hartle, to accept Resolution #8-2016, all were in favor, none opposed.
#9-2016 We the Town Board RESOLVE that the authorization is hereby given to the Town Supervisor to pay all bills and other obligations as approved by the Town Board.
Councilor Clothier made a motion, seconded by Councilor Fortier, to accept Resolution #9-2016, all were in favor, none opposed.
#10-2016 We the Town Board RESOLVE that the regular monthly meeting of the Town Board shall be held on the second Wednesday of each month at 7:00 P.M. and that the Work Sessions shall be held on the fourth Wednesday of each month at 6:00 P.M. We further RESOLVE that meetings will continue with the same format as last year.
Councilor Fortier made a motion, seconded by Supervisor Williamson, to accept Resolution #10-2016, all were in favor, none opposed.
#11-2016 We the Town Board RESOLVE that the audit of all Town financial records shall be completed by each member of the Town Board no later than the 15th of February 2016.
Councilor Fortier made a motion, seconded by Councilor Clothier, to accept Resolution #11-2016, all were in favor, none opposed.
#12-2016 We the Town Board RESOLVE that the Town Clerk have the additional responsibilities of Records Management Officer and Record Access Officer.
Councilor Fortier made a motion, seconded by Councilor Frazier-Hartle, to accept Resolution #12-2016, all were in favor, none opposed.
#13-2016 We the Town Board RESOLVE to appoint John Snow Jr. as our delegate to the Annual Meeting of the Association of Towns.
Councilor Clothier made a motion, seconded by Councilor Doyle, to accept Resolution #13-2016, all were in favor, none opposed.
