TOWN OF GRANBY
BOARD MEETING
DECEMBER 9, 2015
7:00 P.M.
CALL TO ORDER
Supervisor
Williamson called the meeting to order at 7:00 P.M. leading those present in
the Salute to The Flag. Present for the roll call were; Supervisor Ed
Williamson, Councilors Matt Callen, Eric Clothier and Brenda
Frazier-Hartle. Deputy Supervisor John
Snow Jr. and Highway Superintendent Robert Phillips Jr. were also present. Councilor Lori Blackburn was not present. There were 7 Residents and Guests in
attendance.
Councilor Callen
made a motion to dispense with the reading of the minutes for the previous
meetings of November 10th, 17th, and 24th,
Councilor Clothier seconded the motion, all were in favor, none
opposed.
PUBLIC COMMENT
Joan Pontante – She submitted a
petition to the Board signed by several Residents in the Dexterville area to
reduce the speed limit to 35 mph on County Route 3. There have been several fatalities in the
area and the Seventh Day Adventist Church has a School there with no School
Zone speed limit.
COMMUNICATIONS AND ANNOUNCEMENTS
The
Town has received a letter from the NYS Department of Public Service asking if
we would be interested in receiving brochures for various programs geared to
aiding the elderly and low income families.
Each Board member has a copy.
The
Town has been reimbursed for monies used to do the environmental studies for
Water Service Area 6A.
Supervisor
Williamson reported that the 2016 Budget has been filed with the County
Administrators Office.
Councilor
Callen made a motion to accept the bid from Nodine’s of $6,950.00, nothing
more, and Supervisor Williamson will call for additional bids, Councilor Clothier
seconded the motion, Supervisor Williamson was in favor, Councilor
Frazier-Hartle was opposed.
OLD BUSINESS
NEW BUSINESS
Highway
Superintendent Phillips Jr. would like to sell the accumulation of office
furniture in the Highway Garage. They
don’t have room for it with the winter season approaching and Auctions
International does not want to deal with it either. Deputy Supervisor John Snow Jr. suggested the
items be posted on Craigslist and sold on a first come first serve basis. The Board would like a list of the
items.
MOTIONS AND RESOLUTIONS
Councilor
Frazier-Hartle made a motion to accept Resolution
23-2015 (as attached) Loan Resolution for Water Service Area 6A, Councilor Callen
seconded the motion, all were in favor, none opposed.

Councilor
Frazier-Hartle made a motion to give the Tax Collector $100.00 in Departmental
Cash for the 2016 Tax Season, Supervisor Williamson seconded the motion, all
were in favor, none opposed.
REPORTS FROM DEPARTMENTS
Youth Director – (Supervisor
Williamson) The Youth Christmas Party will be December 16, 2015 at the
Community Center from 4:00 to 6:00 P.M.
Assessor – (Supervisor
Williamson) The Assessor is doing field work and Supervisor Williamson has
asked him to submit another quote for the re-valuation.
Highway Superintendent – They
went out plowing one morning. He had a
hard time getting men to come in. They
put a culvert in for a driveway and put up snow markers and snow fence. Superintendent Phillips Jr. said that his
time as Highway Superintendent has been quite an experience. A lot of things go
on that he doesn’t know about including items being purchased. He thinks there should be a PO system put in
place to stop the unauthorized purchases. Mr. Phillips Jr. also thinks there
should be a tool crib. Councilor Clothier said he had received calls
regarding a culvert on Russell Road.
Superintendent Phillips Jr. said they had put pug mix on the hump. He will look at it again.
Code Enforcement/Zoning - (Supervisor
Williamson) Building Permits Issued 12, Fees Collected $454.60, Inspections 43,
Violations 3, Violation Inspections 3.
Town Clerk/Tax Collector – Total
Revenue for November was $2,668.35. A
check was sent to NYS Ag & Markets for the spay/neuter program in the
amount of $136.00, a check to NYS Department of Health in the amount of $67.50
for Marriage Licenses, a check to the Supervisor in the amount of $2,308.89 for
local shares and $155.96 to the DEC for hunting licenses. The Town Clerk received notification that
Roadhouse 48 located at 268 State Route 48 has applied for a liquor
license.
Deputy Supervisor – Deputy
Supervisor Snow Jr. thanked Highway Superintendent Phillips Jr. for his service
to the Town. He said Mr. Phillips was an
honest, hard working man and he has enjoyed working with him. The Town has benefitted from having him here.
Dog Control Officer – (Supervisor
Williamson) Number of complaints 21, Dogs picked up 1, Dogs turned over to the
City of Oswego 1, mileage 240.
Planning Board – Councilor
Frazier-Hartle did not attend the last Planning Board Meeting
ZBA – Councilor
Frazier-Hartle reported there have been no ZBA meetings.
Town
Board Reports/Comments - Deputy Supervisor Snow Jr. said the
Board should start thinking about recruiting new members for the Planning
Board. They will likely need a new
Chairman and at least one new member.
PAYMENT OF TOWN BILLS
Councilor
Clothier made a motion to pay the Town Bills as audited on Abstract #23,
Councilor Callen seconded the motion, all were in favor, none opposed.

Deputy
Supervisor Snow Jr. thinks the Board needs to recognize Judge Sterio for
filling in. He has done a really nice
job. He does have a concern about the
number of people in the building on Court night. Deputy Supervisor Snow Jr. told him he has
addressed the Board about this issue in the past, but he will pass it along to
them again. Councilor Frazier-Hartle has
concerns regarding the amount of money Judge Sterio is spending for that
department given the short term that he is here. She questioned what authority he has to spend
the amount of funds he has as a fill in.
