TOWN OF GRANBY
BOARD MEETING
NOVEMBER 10, 2015
7:00 P.M.
CALL TO ORDER
Supervisor
Williamson called the meeting to order at 7:03 P.M. leading those present in the
Salute to the Flag. Present for the roll call were; Supervisor Ed
Williamson, Councilors Lori Blackburn, Matt Callen, Eric Clothier and Brenda
Frazier-Hartle. Deputy Supervisor John Snow Jr. was also present. There were 8 Residents and Guests in attendance.
Councilor
Clothier made a motion to dispense with the reading of the minutes of the
previous meetings for October 14th and 28th, 2015,
Councilor Frazier-Hartle seconded the motion, all were in favor, none opposed.
PUBLIC COMMENT - NONE
COMMUNICATIONS AND ANNOUNCEMENTS
The
Town has received information from OCWA regarding changes residents can plan
for ahead of time. Anyone with public
water will receive information from OCWA.
Each Board Member has a copy.
The
Closing for Water Service Area 6A has been set for November 16th
with NBT Bank and the Bond Council. The
interest rate will be .97%.
Each
Board Member has a copy of the bankruptcy notification from Coyne
Textiles. Coyne has been bought by
Cinta’s. The Town is obligated to stay
with Cinta’s until a 150 day notice can be served starting January 1st,
2017.
OLD BUSINESS
NEW BUSINESS
Due to
the Christmas Holiday, the December monthly payroll will be on Thursday
December 17th, 2015.
MOTIONS AND RESOLUTIONS
Councilor
Clothier made a motion to advertise for fuel bids for the 2016 and 2017 seasons,
Councilor Blackburn seconded the motion, all were in favor, none opposed.
REPORTS FROM DEPARTMENTS
Youth
Director – Supervisor
Williamson reported the Youth Director has a Christmas Party planned.
Assessor
– Supervisor
Williamson reported the Assessor is doing field work and working on the STAR
Program.
Code Enforcement/Zoning – (Supervisor Williamson)
Building Permits issued 25, Fees collected $2,352.00, Inspections 26,
Violations 11, Violation inspections 9.
Buildings – The front door to
the building has been damaged and the glass is broken. Deputy Supervisor Snow Jr. has added the
installation of a new handicap accessible door to the J-Cap Grant that has been
submitted. He has one quote for a new
door, the Board asked that another quote be submitted before they make a
decision.
Town
Clerk/Tax Collector – Total revenue for October was $7,144.90 with a check to
NYS AG & Markets for $255.00, a check to the Supervisor for $6,329.90 for
local shares and $550.00 to the DEC for hunting licenses.
Historian – Historian Snow Jr.
reported he has been to the Penfield Library doing research. He has ordered a lot of copies of Town of
Granby documents. The Historian from the
early 1990’s left on bad terms and took everything with him. When he died his wife donated the records to
the Penfield Library. The Library
returned a good portion of the Town’s records, but other records we are missing
have been found at the Penfield Library.
He now has 4,000 names in his database.
Mrs. Joyce Cook sent him two essays she wrote on the Fuller/Miller
families. He is continuing farm
research. Historian Snow Jr. would like to form a volunteer Historical Commission
to plan for the Town’s 200th Anniversary in 2018. He spoke to Rhonda Nipper about being a
Co-Chair for this Commission and encouraged one of the Board Members to also
sit on the panel and possibly advertise for interested persons.
Deputy Supervisor – Deputy Supervisor
Snow Jr. has completed the audit of Bruce Wells Bail Account from January 1st
to present as requested by Judge Sterio.
Everything looks okay. He has
completed the Tax Cap Form for New York State.
He has also completed the Fiscal Stress Projection. The Town’s score dropped from 7.01 to 6.53,
which is still considered a no stress designation. He has filed the Grant Application through
J-Cap and is hoping to hear from that soon.
The application includes a new
door and new seating for the Meeting/Court Room.
Records Management Officer – As Records
Management Officer, Mr. Snow Jr. has cleaned out the inactive records room
because we had the Shred-It here today to destroy old records.
Budget Officer – Budget Officer Snow
Jr. reminded the Highway Department they need to watch spending until CHIPS
money comes in. He is working on Forecasts
for the Fund Balance for the end of the year and also working on updating the
Five Year Plan as soon as the Budget is approved. He will be working on the AUD at the end of
December.
Councilor
Frazier Hartle made a motion to adopt the 2016 Preliminary Budget as written,
Councilor Callen seconded the motion, all were in favor, none opposed.
Dog
Control Officer – (Supervisor
Williamson) Complaints 27, mileage 228.
No charge for supplies or Vet. Town Clerk Ingersoll stated that the new Dog
Control Officer has been working very hard to get the delinquent dog licenses
cleaned up and is doing a very good job.
PAYMENT OF TOWN BILLS
Councilor
Blackburn made a motion to pay the Town bills as audited on Abstract #21,
Councilor Clothier seconded the motion, all were in favor, none opposed.

Review, Councilor Callen seconded the motion, all were in favor, none
opposed.
