TOWN OF GRANBY
BOARD MEETING
March 11, 2015
7:00 P.M.
Supervisor
Williamson called the meeting to order at 7:00 P.M. leading those present in
the Salute to the Flag. Present for the roll call were; Supervisor Ed Williamson,
Councilors Lori Blackburn, Eric Clothier and Brenda Frazier-Hartle, Councilor
Matt Callen was not present. Also
present were Deputy Supervisor John Snow, Jr. and Highway Superintendent Robert
Phillips, Jr. There were also 10
Residents and Guests in attendance.
Councilor
Frazier-Hartle made a motion to dispense with the reading of the minutes for
the previous meetings of February 11th and 25th, 2015, Supervisor
Williamson seconded the motion, all
were in favor, none opposed.
PUBLIC COMMENT
Jim Kush – He asked why the
Town gave up lead agency on the gravel beds in the Town and what would it take
to get it back. Supervisor Williamson told Mr. Kush it cost a lot of money to
have lead agency. Mr. Kush then stated
that the owner of the gravel bed doesn’t care about the people who live in the
area. The wheel wash was supposed to be
in by January 1st, still not in.
The trucks are running and there is mud all over. If they are allowed to dig deeper it will
expose the Resident’s water to outside pollutants. Supervisor Williamson suggested
it may be feasible to install public water in that area.
Rose Anthony – These problems that
Mr. Kush stated have been going on for years and years, even when she was on
the Town Board. Ms. Anthony stated that
the Town Board is the leading agency. Before
the mess gets bad on Johnny Cake, that road is not a huge road. She has heard that Ricelli wants to come out
on State Route 3 from Johnny Cake. Ms. Anthony stated that another business
owner in Granby wanted to move his business to that area, but the State said
they will never permit an opening on State Route 3 from Hannibal Street to the
Village of Hannibal. She told the Town Board it is up to them to fight this and
not to let the situation on Johnny Cake get like it is on County Route 85. Stop it before it starts.
lCOMMUNICATIONS AND ANNOUNCEMENTS
The
Town received an email regarding proposed County Highway work permits for work
to be done in the County right of way.
Five miles of pipe in the right of way would cost over $8,000.00 as an
extra cost to a water or sewer project.
The Town has sent a letter to the Chairman of Infrastructure and
Facilities Committee.
Supervisor
Williamson has sent a letter to the NYS DEC expressing the concerns of the
Residents on County Route 85 regarding the 14.1 acre expansion to the existing mining
pond.
The
Town has received notice that the check for repairs to the salt spreader for
the 207 dump plow was approved and is on its way less the $250.00
deductible.
OLD BUSINESS
Councilor
Frazier-Hartle made a motion to accept the bid from Nodine’s to install new wall
heating/air conditioning units in the offices of the Supervisor and his Clerk,
at a cost of $3,475.00, Councilor Blackburn seconded the motion, all were in
favor, none opposed.
NEW BUSINESS
MOTIONS AND RESOLUTIONS
Councilor
Frazier-Hartle made a motion to allow Highway Superintendent Phillips, Jr. to
sign the County 284 Agreement, Councilor Blackburn seconded the motion, all
were in favor, none opposed.
Councilor
Clothier made a motion to allow the Town Clerk to advertise in the Valley News for
2 positions on the Board of Assessment Review, Councilor Blackburn seconded the motion, all were in favor, none
opposed.
REPORTS FROM DEPARTMENTS
Assessor
– Supervisor
Williamson reported the Assessor’s office has been busy with STAR exemptions.
Highway
Superintendent – Superintendent Phillips Jr. stated he would
like to address the problem with moving snow at the Cody Fire District. The Town has an inter-municipal agreement
with both Fire Company’s to help each other out. Councilor Frazier-Hartle stated the contracts
with the Fire Companies had not been signed since 2013. According the wording, Superintendent
Phillips Jr. believes these contracts remain in force unless revoked by one of
the parties.
Councilor
Blackburn made a motion to honor the agreement between the Cody Fire District
and the Town of Granby and also honor the agreement with the Fire Department,
or District of Granby, there was no second.
Deputy Supervisor
Snow Jr. stated there needs to be a new inter-municipal agreement with both
districts, whatever agreement there is now is in effect until the Board comes
up with a new agreement. In the future,
all man hours will have to be kept tract of because when the men do this work
the hours must be paid from the General Fund.
Superintendent Phillips, Jr. continued to say that
Fulton Spring had to send one of the trucks to Allied Spring for repair. They are waiting for Stadium International to
look the truck over from the second accident.
Those repairs should be covered by insurance. They have also started to patch roads. Supervisor Williamson thanked Superintendent
Phillips, Jr. for going to Albany with other Town Superintendents to fight for
more CHIPS money.

Buildings/Highway
– Councilor
Clothier reported the damage to the roof of the Highway Garage has been
repaired and looks good. He received calls regarding the issue with the
loader that has already been addressed.
Town
Clerk/Tax Collector – Total Revenue for February was $794.50
with a check to NYS Ag & Markets for $102.00 and a check to the NYS Health
Dept. for $22.50 for marriage Licenses and a check to the Supervisor for
$674.00 for local shares.
Deputy Supervisor/Budget Officer – He is working on the AUD which has to be
done by the end of the month. He
reminded the Board that the audit must be filed in the Town Clerk’s Office by
Saturday. He will be looking at them and
making a list of areas of improvement and write a proposed plan of action. Deputy Supervisor Snow, Jr. reported that he
attended the Association of Town’s classes and found the information he learned
to be priceless. He made copies of much
of the information on the classes he attended and has given a copy to each Board
Member. Last month’s energy bill
reflected a decrease in usage. He feels
we can do better. The heaters in the
meeting room are on constantly, they need to be turned off after meetings. He will be giving a proposal to the
Supervisor for an Energy Co-Op plan.
This is working in other areas of the State and is now available in this
area. There is a Government Efficiency
plan due by June 1st. If
Town can show a savings of 1% of the tax levy over the next 3 years residents
will qualify for a tax freeze rebate.
Signing the 284 agreement with the Highway Superintendent is huge,
because it locks in the Roads that will be repaired. He did notice there was one road with no
price listed. This could cause a problem
when a price comes up. The Board may
have to enter into a new agreement with the Highway Superintendent at that
time.
Dog
Control Officer – Complaints 11, Dogs picked up 2, Released to
owner 1, Adopted out 1, Impound fees $10.00, Adoption fees $10.00, Supplies
$14.48, Donations of Food, Shampoo, Supplies, Treats and cleaners from Tractor
Supply.
Planning
Board- Councilor Frazier-Hartle reported that the last Planning
Board meeting was postponed due to the weather.

Board Reports/Comments
Councilor Frazier-Hartle found a new program online by
County 211 for info – Help for housing, heating, substance abuse.
Received drawings for revisions to Super Walmart.
Fred Raynor Ford moving to Route 31.

Councilor
Clothier made a motion to pay the Town bills as audited on Abstract #5,
Councilor Blackburn seconded the motion, all were in favor, none opposed.

PUBLIC COMMENT
John Snow, Jr. – He is glad the
inter-municipal agreement is in place to help both municipalities. He is also glad the Board is looking into the
agreement but stated we must follow the law.
If we are no longer receiving services he would hope the Town would
sever the agreement. It is not fair to
the residents in the north p[art of the Town.
