February 25, 2015: Work Session

PUBLIC WORK SESSION

FEBRUARY 25, 2015

6:00 P.M.

 

Supervisor Williamson called the meeting to order at 6:02 P.M.  Present for the roll call were; Supervisor Ed Williamson, Councilors Matt Callen, Eric Clothier and Brenda Frazier-Hartle, Councilor Lori Blackburn was not present. Deputy Supervisor John Snow, Jr. and Highway Superintendent Robert Phillips, Jr. were also present.  There were  5      Residents and Guests in attendance. 

 

Jim Karasek, Planning Board Chairman, reported to the Town Board that the Planning Board has taken a great deal of time over the last few years updating the Town Zoning Book.  They have made several changes to the Zoning Ordinances and updated much of the terminology.  Mr. Karasek asked that the Town Board review the work they have done to date and give some feedback before they go any further. 

 

COMMUNICATIONS AND ANNOUNCEMENTS

 

Each Board Member has received memos regarding the County Route 85 mining permit and problems.  Supervisor Williamson advised the Board to review them.

 

Superintendent Phillips, Jr. has given each Board Member a copy of a letter he received from the County Highway Department regarding heavy equipment rental rates.

 

Supervisor Williamson has given each Board Member a memo and a printout from “Oswego County Today” addressing the County’s position on well testing.

 

Councilor Frazier-Hartle made a motion to accept a quote from Bach Environmental to upgrade the Fuel Master System software at a cost of $1,954.00, Councilor Callen         seconded the motion, all were in favor, none opposed.

 

There have been 2 accidents involving Town snowplows.  The plow driver was not at fault in either incident.  Both accidents have been reported to the insurance company.

 

Each Board Member has a copy of the quote received for new heating and air conditioning units in the offices of the Supervisor and his Clerk.

 

The Town has received the insurance policy and costs.  The deductible will remain at $250.00 per incident.

NEW BUSINESS

 

Deputy Supervisor Snow, Jr. attended the Association of Towns annual training and has put together several class instruction packets on the classes he attended.  The Board should take time to look these over and contact John for further information. 

 

MOTIONS AND RESOLUTIONS

 

PAYMENT OF TOWN BILLS

 

Councilor Callen made a motion to pay the Town Bills as audited on Abstract #4, Councilor Clothier seconded the motion, Supervisor Williamson was in favor, Councilor Frazier-Hartle was opposed to the bill for mileage for the Court.

 

          General Fund          $6,515.50               Highway Fund         $5,909.98

 

Councilor Frazier-Hartle made a motion to approve Town Clerk Ingersoll’s request to attend the NTSTCA annual Conference in Rochester, NY  April 26th to April 29th 2015, Councilor Callen seconded the motion, all were in favor none opposed. 

 

The Town Board has received their packets for the Annual Audit.  Supervisor Williamson asked the Board to please give the Departments notice before they intend to audit their books. 

 

Councilor Callen made a motion that the Asset Management Control Project is to be completed by October 1st, 2015, Councilor Clothier seconded the motion, all were in favor, none opposed.

ADJOURNMENT

 

Councilor Clothier made a motion to adjourn the meeting, Councilor Frazier-Hartle seconded the motion all were in favor, none opposed. 

 

Meeting adjourned at   7:05 P.M.
