TOWN OF GRANBY
BOARD MEETING
FEBRUARY 11, 2015
7:00 P.M.
Supervisor
Williamson called the meeting to order at 7:08 P.M. leading those present in
the Salute to The Flag. Present for the
roll call were; Supervisor Ed Williamson, Councilors Lori Blackburn, Matt
Callen, Eric Clothier and Brenda Frazier-Hartle. Highway Superintendent Robert Phillips, Jr.
was also present. There were 9 Residents
and Guests in attendance.
PUBLIC COMMENT
Lynn Lyons – She is here about
the mining on County Route 85. On
December 27th, 2014 the Residents sent Supervisor Williamson a
package of information. They want to
know what plans the Town has to help the residents with the problems out
there. Ms. Lyons reported she spoke with
Legislator Morris Sorbello. He said he
would approach the Town to cover the expense of water testing for the Residents.
This testing needs to take place in the spring, not this time of year. Supervisor Williamson’s letter to the DEC did
not address the resident’s concerns. The
only things in the letter are the items which are covered in the mining permit.
Riccelli wants to dig 40 feet under the water table. The residents have asked the Town for a bond
in case they lose their water supply. This is of great concern to them. Christine Bassett stated Riccelli is already
digging under the water table and their wells are showing signs of distress.
The Town can protest the expansion of the under the water table expansion
mining permit.
COMMUNICATIONS AND ANNOUNCEMENTS
The
Town has received correspondence from the Supervisor for the Town of Hannibal regarding
the letter the Town of Granby Planning Board sent to the Town of Hannibal
Planning Board. The Town does have the right
to restrict travel on Town of Granby Roads and had previously objected to it
both by appearance at the Hannibal Public Meeting and by letter.

Councilor
Frazier-Hartle made a motion to accept the updated Employee Handbook, Councilor
Callen seconded the motion, a roll call vote was taken.

Councilor
Frazier-Hartle made a motion to table the quote for the Fuel Master Software
until she can do further research, Councilor Clothier seconded the motion, all
were in favor, none opposed.
Councilor
Clothier made a motion to dispense with the reading of the minutes for the
previous meetings of January 14th and 28th, 2015,
Councilor Callen seconded the motion, all were in favor, none opposed.
REPORTS FROM DEPARTMENTS
Youth
Director – Councilor Blackburn spoke with Youth
Director Jennifer Brown regarding the rental for the Bilou skating rink. The rental is for a two hour flat fee instead
of paying per person. By paying the
$250.00 rental fee it allows for a controlled environment instead of being
there with the public.
Assessor
– Assessor
David Roach will be addressing the Board at the February work session about
doing a revaluation for the Town.
Highway
Superintendent – Highway Superintendent Phillips Jr.
reported that they had to buy heating fuel because they ran out. He purchased 2780 gallons which was just over
a quarter of a tank. He has had a
problem with a Resident of the north end of Town asking why the plows were not
coming down his road. Mr. Phillips
checked the road himself, the road was fine. He explained the reason the trucks
were out was that they were just out taking care of drifts. They had to use the
97 backup truck because the radiator went on the 05, which has since been
repaired. The 97 needs a new air dryer. The loader needs a new cutting edge. He had to buy 2 sets of cutting edges for the
plows. They had a flat on the 07 and
the front tire is getting worn down on the 05. They are in good shape with the
salt.

Town
Clerk/Tax Collector – Total Revenue for January was
$1,709.80. A check was sent to NYS AG
& Markets for $146.00, a check to the Supervisor for $1,515.56 for local
shares and $47.24 to the DEC. The entire
Town tax levy has been satisfied and approximately 70% of the total tax warrant
has been collected. Ron Koskowski has submitted his application for a dealer’s
license and Constable Bob Dalton will be inspecting the premises. Kristen Aluzzi has notified the Town she will
be renewing her liquor license at Battle Island.
Dog
Control Officer – Complaints 15, Dogs picked up 2, Released to Owner 2, Impoundment fees
collected $10.00, Tickets served 4, tickets paid before Court 4, Monthly
mileage $381.70, Supplies $479.95.
Planning
Board – Councilor Frazier-Hartle attended the Planning Board
Meeting on February 10th.
Walmart wants to repaint their building and redesign their sign. Planning Board Chairman Jim Karasek will be
attending the February Work Session to answer the Board’s questions regarding the
new zoning laws.
Lake
Committee – The Lake Committee received a donation of $5,000.00
from GNC Foods.

Blackburn made a motion to appoint Donald LaBarge Jr. as Code Enforcement
Officer/Fire Inspector, Councilor Callen seconded the motion, a roll call vote
was taken.

PAYMENT OF TOWN BILLS
Councilor
Clothier made a motion to approve the payment of the Town Bills as audited on
Abstract #3, Councilor Blackburn seconded the motion, Councilor Clothier and
Supervisor Williamson were in favor, Councilor Frazier-Hartle was opposed.
