TOWN OF GRANBY
PUBLIC WORK SESSION
JANUARY 28, 2015
6:00 P.M.
Supervisor
Williamson called the meeting to order at 6:08 P.M. Present for the roll call were; Supervisor Ed Williamson, Councilors Lori
Blackburn, Matt Callen, Eric Clothier and Brenda Frazier-Hartle. Deputy Supervisor John Snow, Jr. was also
present. Dorothy Kilpatrick, DCO and 2
Residents were in attendance.
Supervisor
Williamson reported that Judge Wells called him regarding questions a Board
Member had regarding the Court. He
invited all Board Members to attend a Court night at any time to see how the
Court is run.
COMMUNICATIONS AND ANNOUNCEMENTS
Attorney
for the Town Chatfield has recommended the Town not take responsibility for the
enforcement of the law regarding puppy mills.
Councilor
Frazier-Hartle made a motion to accept the lowest bid from Lindsley Roofing for
the repair of damage to the Highway garage soffit and roof, Councilor Blackburn
seconded the motion, all were in favor, none opposed.
The
Town has received a letter requesting assistance in informing energy customers
of our energy modernization initiative.
Councilor
Blackburn made a motion to accept the bid from Stone’s Quality Cleaning Service
for 2015, Councilor Callen seconded the motion, Councilor Clothier and
Supervisor Williamson were in favor, Councilor Frazier-Hartle was opposed.
Councilor
Blackburn made a motion to conduct interviews for the Codes Officer position on
February 11, 2015 at 6:30 P.M., Councilor Callen seconded the motion, all were
in favor, none opposed.
The
State has given a 90 day approval to Dorothy Kilpatrick, DCO for her kennel.
Councilor
Blackburn made a motion to transfer $2,000.00 from A1990.4 to A3510.420 for
Kennel rent and Transfer $3,000.00 from A1990.4 to A3510.410, contractual,
Councilor Callen seconded the motion, all were in favor, none opposed.
Councilor
Blackburn made a motion to enter into a kennel contract with Dorothy
Kilpatrick, Town of Granby DCO, Councilor Clothier seconded the motion, all
were in favor, none opposed.
OLD BUSINESS
Councilor
Blackburn made a motion to accept the Workplace Violence Policy, Investment and
Deposit Policy, Fiscal Management Purchasing, Credit Card Use Policy, Computer
Use Policy and Procurement Policy as written, Councilor Frazier-Hartle seconded
the motion, all were in favor, none opposed.
The
Board discussed the changes to the Employee Handbook. Councilor Frazier-Hartle reported she was on
the Handbook Committee and along with Deputy Supervisor Snow, Jr. explained the
major changes to the Handbook to the Board.
The Board will review the changes and be ready to vote on it at the next
meeting.
NEW BUSINESS
PAYMENT OF TOWN BILLS
Councilor
Callen made a motion to approve the payment of the Town Bills as audited on
Abstract #2, Councilor Blackburn seconded the motion, Councilor Clothier and
Supervisor Williamson were in favor, Councilor Frazier-Hartle was opposed to
the Assessor’s bill for yearly dues.

District #5 $1,000.00
MOTIONS AND RESOLUTIONS
Councilor
Frazier-Hartle made a motion to recess the meeting and enter into Executive
Session to discuss the medical, financial, credit or employment history of a
particular person or Corporation or matters leading to the appointment,
employment, promotion, demotion, discipline, suspicion, dismissal or removal of
a particular person or Corporation, Councilor Callen seconded the motion, all
were in favor, none opposed.
The
Board entered into Executive Session at 7:32 P.M.
Councilor
Frazier-Hartle made a motion to re-convene the meeting, Councilor Callen seconded the motion, all were in
favor, none opposed.
The
meeting re-convened at 8:14 P.M.
Councilor
Callen made a motion to allow Supervisor Williamson to contract with Ellen and
do whatever for now, up to $1,500.00, Councilor Clothier seconded the motion, all
were in favor, none opposed.
Councilor
Frazier-Hartle made a motion to acknowledge Deputy Supervisor Snow Jr. reported
on his conversation with Attorney Larry Malifatino regarding the Highway
Contract, Councilor Callen seconded the motion, all were in favor, none
opposed.
