Granby Town Board Regular Monthly Meeting
July 8, 2009 DRAFT
7:00 P.M.
Supervisor Williamson called the meeting to order leading those present in the salute to the flag.
Present for the roll call: Supervisor Ed Williamson and Councilors: Carol Abbott; Ellen Nowyj; Matt Callen. Councilor Sue Richardson was excused. Also present: Highway Superintendent Lynn Moyer; Deputy Supervisor Joe Cortini; Budget Director Bob Lyman; and 11 others in the audience.
A motion was made by Councilor Abbott, seconded by Councilor Nowyj to dispense with the reading of the minutes of June 10 & 24, 2009 and accept them as written. Passed unanimously.
Public Comment
Rose Anthony asked that the Board consider revamping building permit laws and issue free permits for handicap people building a ramp, etc. Supervisor Williamson noted that the Codes Department, Planning Board and Zoning Board will be going through the whole Zoning Law Book page by page to see how wording may need to be changed to make the laws clearer and more precise.
Communications and Announcements
The NYS DEC has agreed to pay $25 more per month to rent the small room at the Community Center which they use for monitoring air quality.
A motion was made by Councilor Abbott, seconded by Councilor Callen to approve waiving the 30 day waiting period for a liquor license for Woosah Lounge, Inc. located at 614 State Rt. 48. The Lounge will still need to obtain a Special Use permit from the Planning Board for adult entertainment.

Houle Co. obtained four building permits to move four mobile homes from Karen Goppert's property to their property "Wooded Acres" at 307 Rathburn Rd. The Town has been notified that one of the homes will not be moved.
A motion was made by Councilor Callen, seconded by Councilor Abbott to reimburse Houle Co. $30 for a building permit it obtained to move a mobile home onto its property but now it will not be moved.

Hyland Partners has been informed by the NYS Attorney General's Office, as well as the Town of Granby, that all parcels owned by them on Senior Ave. must be merged into 5+ acre lots as shown on the original approved subdivision map. Oswego County and Granby are working together to be sure septic problems are not repeated.
Granby Family Fun Day will be advertised in the Valley News on July 11th & 15th highlighting the activities of the afternoon. The Granby Citizen of the Year will also be honored at the event.
Old Business
Rodney DeLong and Jane Crego have been contacted by NYMIR, the Town's insurance carrier, regarding their request for reimbursement of $400. Mr. DeLong & Ms Crego have responded to the insurance company with a letter and attachments.
New Business
Highway Superintendent Moyer, Planning Board Chairman Jim Karasek and Supervisor Williamson met on July 3rd with several residents from Jones Drive. It was explained to them what the Town Board would expect from them before they would consider accepting Jones Dr. as a Town road. Moyer presented the residents with a set of road specs and drawings. The parties will meet again in August to review their progress. It will be a very costly proposition for the residents of Jones Dr.
A motion was made by Councilor Nowyj, seconded by Supervisor Williamson to approve a refund of $340.04 to Dunkin' Donuts, the balance of their escrow account.

Reports from Departments & Committees
County Legislator: Morris Sorbello reported 26 more people will be hired for DSS for the rest of this year thanks to a $500,000 grant. Next year about 36% of the cost of these employees may be covered by other funds. Carol Allnut is the new Personal Director.
Dog Control Officer: 30 complaints; 4 dogs picked up; 3 released; 1 dog on hand.
Historian: had a display of old Granby brick houses at the Oswego County Fair.
Town Clerk/Tax Collector: asked for a motion to approve renewal of Fulton Auto Salvage Dealer's License on Honey Hill Rd.
A motion was made by Councilor Nowyj, seconded by Supervisor Williamson to approve the renewal of a Dealer's License for Fulton Auto Salvage on Honey Hill Rd. owned by Steve Woodworth.

The Town Clerk read a letter she wrote nominating former Supervisor Nancy Hawthorne as Citizen of the Year for 2009.
A motion was made by Councilor Nowyj, seconded by Councilor Callen to name Nancy Hawthorne "Citizen of the Year for 2009".

Youth Director: beside working on the Family Fun Day, a trip to the railroad display in Dexterville is being planned.
Highway Superintendent: reported on June Highway Department activities such as mowing roads, drainage work and cleaning up beaver dams. / Two overhead doors and openers have been replaced. / Oswego County Soil & Water will review the Stoney Robby property the Town owns and report on the possibility of harvesting timber from the land./A real estate evaluation will also be done to estimate the selling price of about 105 acres the Town owns.
Codes Enforcement/Zoning: issued 45 permits and made 108 inspections in June.
Supervisor: reported that the Town Attorney will dismiss the noise charge against the race track on Russell Rd. He will ask that the track use be limited to just the immediate family. / The check has still not come from the NYS Court System for the new addition.
Cemeteries: are looking good
Planning Board: approved Sam Puglia's container storage business.
Payment of Town Bills
A motion was made by Councilor Abbott, seconded by Councilor Callen to approve payment of Town bills as audited for abstract #13: $16,410.07 from General Fund; $15,187.90 from Highway Fund; $775.00 from Water District #3; $86.24 from Wilobob Lighting District.
