Preparatory Work Session

Supervisor Williamson called the meeting to order at 6:00 p.m.

Present for the roll call:  Supervisor Ed Williamson; Councilors:  Carol Abbott; Sue Richardson; Ellen Nowyj; Matt Callen.  Also present:  Highway Superintendent Lynn Moyer; Budget Director Bob Lyman; and 1 resident.  Deputy Supervisor Joe Cortini was excused.

Communications and Announcements

The NYS Department of Labor will be refunding $3,722.50 to the Town for overpayment of Unemployment Insurance paid on elected officials for the past 3 years.  Elected officials cannot collect unemployment so it should not have been paid.

An offer of $50-$75 has been made for the purchase of the old water cooler in the lunch room.  It was purchased by the Town in 1998 for $225. Since the Town now has municipal water, the water cooler is no longer needed.

A motion was made by Supervisor Williamson, seconded by Councilor Richardson to approve the sale of the water cooler to Brenda Frazier-Hartle for $50.00

A notice has been received from Oswego County Recycling and Solid Waste regarding a new Local Law effective July 1, 2009.  The law gives instructions for the disposal of construction and demolition debris for residents and minor haulers.

A letter has been received from the NYS DEC Regional Director regarding the complaint the Town lodged concerning the extreme odor from fertilizer spread on a farm formerly owned by the "Koes" on County Rt 8, currently owned by Richard Bernard.  The investigation found that the fertilizer "NViro Soil" is legal but the producers are searching for a way to improve the odor.  Because many of the neighbors had complained about the odor, the Town Supervisor's office has sent a letter to neighbors surrounding the farm explaining the odor. 

Granby "Family Fun Day" will be held July 18th from 12-3 p.m.  The following will be included in the festivities:  horse and carriage rides; "Shannon's" hot dog truck; a 15' blowup castle; a 35' blowup slide and games.  Hannibal Home and School will donate an old fashioned popcorn popping machine which the Town will be allowed to keep.    Other items such as face painting, animal balloons and tie-dying are still being worked on.  

Old Business

The check for the building addition from JCAP Justice Program has not yet come.  Justice Wells is filing for an additional grant which will help complete more of the building.

New Business

The bridge that needs replacing on Honey Hill Rd. will be constructed later this summer or in early autumn.  Honey Hill Rd. will need to be closed for approximately 2 weeks.  The two 14'x 8' pipes needed to rebuild the bridge will cost $56,398.  It will be paid for by "CHIPS" and budget repair money. The County Highway Department will help put in the bridge.

Resolution #22-2009 was made by Councilor Nowyj, seconded by Supervisor Williamson to authorize Highway Superintendent Moyer to buy the two 14'x8' pipes needed to reconstruct the bridge on Honey Hill Rd.  at a cost of $56,398.

A "Citizen of the Year" needs to be nominated.  The article asking for nominations did not appear in the Valley News on the date requested. 

A motion was made by Councilor Abbott, seconded by Councilor Callen to waive the 30 day waiting period for a liquor license for Nick's Club 48 to be able to sell alcoholic beverages at his horseshoe pits and softball field during tournaments.

It was noted that when Attorney Chatfield wrote Local Law #1-2009, the "I" (Industrial) was left out of the wording.  It was called "CT" instead of "CIT" (Commercial/Industrial/Technological).  Attorney Chatfield will be contacted to learn if or how this needs to be corrected.

Payment of Town Bills

A motion was made by Councilor Richardson, seconded by Councilor Abbott to approve payment of Town bills as audited for abstract #12:  $2,581.07 from General Fund and $508.40 from Highway Fund.

Other Discussion

The County has notified the Town that the subdivision on Russell Rd. is illegal.

Mr. Getman's septic plans for 40 Junior Ave. have been rejected by the County.

The contract the Town has with OCWA includes the fact that trucking businesses not from Granby may take water from Granby fire hydrants.  The drivers have monitors that they can hook up which records the amount of water that they take. 

Rodney DeLong's complaint for reimbursement on removing the hump in his driveway is past due for filing. 

There must be a leak in the water pipes from State Rt. 48 to Thunder Island on Wilcox Rd.  When water is drawn in at Thunder Island , sand is sucked in with it.  OCWA is responsible for fixing it.

A motion was made by Councilor Nowyj, seconded by Supervisor Williamson to allow the Bowens Corners United Methodist Church the use of the Granby Community Center on October 17, 2009 for a fundraising auction at no cost.  The $50 deposit will be required but will be reimbursed to the church if everything is cleaned up properly.

In response to a question Councilor Nowyj has asked in the past, outdoor burners are allowed by the NYS DEC.

A letter from the Oswego County Attorney stated that the County is not responsible for cleaning up properties that it is taking over due to delinquent taxes.  The County should not be issued tickets or have to purchase permits for such properties.

In response to Rodney DeLong's complaint that the dog control officer put 2 bales of hay in the Town pickup truck, it was noted that the hay was for dog bedding for stray dogs the officer picks up for the Town.
