Preparatory Work Session & Public Hearing

Supervisor Williamson called the meeting to order at 6:00 p.m.

Present for the roll call:  Supervisor Ed Williamson; Councilors:  Carol Abbott; Sue Richardson; Ellen Nowyj; Matt Callen.  Also present:  Highway Superintendent Lynn Moyer; Deputy Supervisor Joe Cortini; Budget Director Bob Lyman; and 2 residents.

Communications and Announcements

An email from the NYS Justice Court Support indicated that the check for $28,000 for the Court storage addition should be arriving in early June.  As soon as the check arrives, an ad should go in the paper for bids on the shell of the structure.  There may be another check from State Senator Aubertine's office to help pay for interior doors, electrical supplies, etc.

Oswego County Health Department has sent a letter of rejection for septic plans for a subdivision of a lot on the corner of County Rt. 8 and Russell Rd.  Tim Relyea of Hyland Partners had purchased a well drilling permit for this property but the drilling was ordered to stop until such time as the County makes a decision.  According to a covenant, the north side of Russell Rd., where he wants to drill, cannot be subdivided.

Board members received invitations to the ribbon cutting for the new Dunkin' Donuts on State Rt. 3 in Pyramid Plaza.  The ribbon cutting was today and the store will open soon, possibly June 1st. 

A "Memorandum of Understanding" has been received from NYS Real Property Service regarding the 2010 reassessment project.  Supervisor Williamson will review the agreement with Assessor Roach and if it appears to be correct, both will sign the agreement.  This will allow the Town to receive from the State $5/parcel in 2010 for maintaining its equalization rate. 

A motion was made by Councilor Abbott, seconded by Councilor Richardson to approve the signing of the Memorandum of Understanding with NYS Real Property Service by Supervisor Williamson and Assessor Roach.

Rose Anthony has asked that the Board approve a waiver of the 30 day waiting period for her outdoor porch liquor license for Rosie's Tavern. 

A motion was made by Councilor Abbott, seconded by Councilor Callen to approve the waiving of the 30 day waiting period for the outdoor liquor license for Rosie's Tavern.

Mr. Rodney DeLong of Wilcox Road has requested that the Board consider reimbursing him the extra $400.00 he paid to have a hump removed from his driveway when he had it blacktopped.  The "hump" was somehow related to the installation of the Water District #3 water pipes.  The Board did not move on this request.

 

Harry Powell has a law suit against the Town for $15,000 to fix water pipes the way they were prior to the installation of Water District #3 water pipes. 

 

Water bills from OCWA will be going up 10% per year until 2012.  If the Town can get out of the contract with OCWA, it could get water from the City of Fulton at a lower price and the fire hydrant fee is lower.

 

Windemere Drive has been repaved by the Oswego County Highway Department.  They did an excellent job.

 

July 18, 2009 was suggested as a date for a Town of Granby Family Fun Day.   Names for citizen of the year should be submitted by the Board and public by June 24, 2009.  Activities may include tie dying; face painting; horse and wagon rides; possibly pony rides; games; bouncing castle; giant slide; a fire truck.  Hot dogs & burgers will be sold at cost.  Cody Fire Dept. has been asked to have chicken barbeque for sale and to give a portion of the proceeds to the Granby Youth Program.  There may be a history display.  The citizen of the year will be honored.  Senator Aubertine and Assemblyman Barkley will be invited. 

 

At the May 13th Town Board Meeting, the Board voted to reimburse the Granby Republican Committee $50 for the Community Center rental on May 3rd because about a 1/3 of the parking lot was in use by the Granby Seniors who were on a trip.  The vote on that motion was invalid since one person voting was also on the Republican Committee and should have abstained.

A motion was made by Councilor Richardson, seconded by Councilor Callen to approve the reimbursement of $50 to the Republican Committee for the inconvenience caused by extra cars in the Community Center parking lot during their May 3rd fund raiser.

New Business

A motion was made by Councilor Callen, seconded by Councilor Nowyj to increase the charge to the NYSDEC for the monthly rental of the small room in the Community Center from $100.00 per month to $125.00 per month

A motion was made by Councilor Nowyj, seconded by Supervisor Williamson to approve payment of $2.50 per dog counted in the 2009 Granby Dog Enumeration (Census).

Other Discussion

Deputy Supervisor Cortini reported on the Clean Energy Initiatives Meeting he attended which was put on by the New York Energy Authority.  They will do a free energy assessment of the Town Hall Complex and offer ideas on how to save energy.  There are low interest loans available for qualifying municipalities and schools to help with installing energy saving programs such as windmills.

Supervisor Williamson read a memo regarding a meeting scheduled for June 3rd @ 2:00 p.m. Judges Gideon and Tormey will come to Granby to meet with Granby Codes Officers, Town Officials and Granby Judges to discuss the handling of codes violations within the Town when violators come to court.  When understanding is clear, it may lead to a change in the wording of some of Granby's current laws. 

Supervisor Williamson described a situation on Stoney Robby Rd. where children and animals were not well cared for and the home was a mess.  The family was turned in to Social Services and the children were put into foster care. 

Payment of Town Bills

A motion was made by Councilor Nowyj, seconded by Councilor Callen to approve payment of Town bills as audited for abstract #10 as follows:  $4,945.83 from General Fund; $3,487.20 from Highway Fund; $1,192.50 from Sewer North SS1.

A motion was made by Councilor Richardson, seconded by Councilor Abbott to recess the Board Meeting and move to the Meeting Room for the Public Hearing.  Passed unanimously.  Time:  7:00 pm

Public Hearing on Local Law #1-2009

Supervisor Williamson called the meeting to order at 7:03 p.m.

Present for the roll call:  Supervisor Ed Williamson; Councilors:  Carol Abbott; Sue Richardson; Matt Callen.  Councilor Ellen Nowyj was absent.  Also present:  Highway Superintendent Lynn Moyer; Deputy Supervisor Joe Cortini; 2 residents.

Local Law #1-2009 is a local law changing the zoning designation of certain real property in the Town known as tax parcel 234.00-01-05.07 from CT Zone to Agricultural Zone.

The Town Clerk read the notice of the Public Hearing as it appeared in the May 23, 2009 Valley News.

The Seventh Day Adventist Church would like to build a new church building on Harold Dr. but cannot because the location is zoned Commercial/Industrial/Technological.  It needs to be rezoned Agricultural.

James Best spoke in favor of the change.  It is approximately 13 acres near the end of Harold Dr.  There should be no problem with traffic. 

With no other comments forthcoming, a motion was made by Councilor Richardson, seconded by Councilor Callen to close the Public Hearing and reopen the regular meeting.         Time:  7:16 p.m.

Resolution #19-2009 was made by Councilor Richardson, seconded by Councilor Callen to approve Local Law #1-2009 changing the zoning designation of certain real property in the Town known as tax parcel 234.00-01-05.07 consisting of 13.39 acres from CT Zone to Agricultural Zone.
