Granby Town Board Preparatory Meeting

                                  February 25, 2009                       DRAFT

6:00 P.M.

Supervisor Williamson called the meeting to order at 6:00 p.m.

Present for the roll call:  Supervisor Ed Williamson; Councilors:  Carol Abbott; Sue Richardson; Ellen Nowyj; and Matt Callen.  Also present:  Deputy Supervisor Joseph Cortini; Budget Director Bob Lyman; Clerk to the Supervisor, Brenda Frasier-Hartle.

Communications

The 2008 Annual Financial Report is finished and was filed electronically with the NYS Comptroller's Office on February 17, 2009.   Each Board member has a copy of the report.

The Town Clerk, Tax Collector and Town Court financial records are ready for auditing by the Town Board.

Supervisor Williamson noted that each Board member has a copy of the information regarding the Federal Stimulus Package and how it pertains to New York State.

The Town Justices are working in cooperation with the Codes Officers who are now representing the Town for codes violations on Court night. 

At the February 11, 2009 the Board approved the removal of an EDU from each of two properties:  one from Rose Anthony's property; the other from property owned by the South Granby Community Association.  These requests for removal have been sent to the Oswego County Real Property Tax Service for final adjustment to tax bills.

The Town has not yet received the $28,000.00 grant money from the NYS Court System for the building addition on the Town Hall which will house Court records, etc.  It has received the initial $1,800.00 portion of the grant.

A motion was made by Councilor Callen, seconded by Councilor Abbott to authorize the Town Clerk to advertise for:

  • Bids for lawn mowing, trimming, etc. around the Community Center and Town Offices
  • Bids for clean-up, mowing and trimming of the 4 cemeteries owned by the Town.

A motion was made by Councilor Callen, seconded by Councilor Richardson to approve the appointment of Rhonda Nipper as a part time backup Court Clerk to be hired on an

"as needed" basis at a pay rate of $9.00 per hour.

A motion was made by Councilor Nowyj, seconded by Councilor Richardson to approve the appointment of Betty-Jo Dumas as Recreation Director for Granby youth for 2009.

Payment of Town Bills

A motion was made by Councilor Callen, seconded by Councilor Abbott to approve payment of Town bills as audited for abstract #4 in the amounts of $14,820.04 from General Fund and $6,635.94 from Highway Fund.

Discussion

Supervisor Williamson reported that he has a quote from Fulton Typewriter for $212.38 for a 24'x18' magnetic board on a pedestal.  It has magnetic letters and a Plexiglas covering.  It would be placed inside the front glass doors to advertise the hours, etc. of different Town departments.

Dunkin' Donuts purchased a building permit from Granby today and started to dig in the parking lot in front of the Community College on State Rt. 3.  It is expected that the building will be completed and open for business by June 1, 2009.

Several Granby residents are interested in installing wind power on their land.  A gentleman who is knowledgeable on the subject is willing to come to Granby and give a presentation on wind power to anyone interested.  The Town of Volney has faxed a copy of their law on wind power to Granby's attorney, Scott Chatfield.  Attorney Chatfield will draw up a law on wind power for the Town of Granby to consider implementing.

The NYS DEC is planning to redo the wetlands maps in the Town of Granby.  They expect to be finished by the end of 2010.

Supervisor Williamson reported that the Town of Granby owns four (4) parcels of land which it does not need.  He believes these parcels could be sold for a substantial amount of money which would be a help to the Town finances and also put the property on the tax rolls.  He feels that a real estate appraiser might give a free appraisal of the property.  One parcel included a Town dump many years ago. 

The Board discussed a letter recently printed in the Valley News regarding a disagreement that took place in the Town Clerk's Office between the Deputy Town Clerk and a Town resident.  The Town Clerk explained to the Board what happened and how she tried to handle the situation.  The Board asked Supervisor Williamson to speak to the Deputy Town Clerk regarding the incident and a couple of other issues.

Regular Monthly Meeting:  March 11, 2009 @ 7:00 p.m.

Preparatory Work Meeting:  March 25, 2009 @ 6:00 p.m.  Deputy Supervisor Cortini will chair the meeting since Supervisor Williamson will be attending an Oswego County Supervisors Meeting.
