 Granby Town Board Regular Monthly Meeting

7:00 P.M.

Supervisor Williamson called the meeting to order leading those present in the salute to the flag.

Present for the roll call:  Supervisor Ed Williamson; Councilors:  Carol Abbott; Sue Richardson; Ellen Nowyj; Matt Callen.  Also present:  Highway Superintendent Lynn Moyer; Deputy Supervisor Joe Cortini; Budget Director Bob Lyman and 6 residents and guests.

Minutes Motion

A motion was made by Councilor Richardson, seconded by Councilor Abbott to dispense with the reading of the minutes of January 2, 11 & 28, 2009 and accept them as written.

Public Comment

There was no public comment.

Communications and Announcements

The Home Rule Bill giving permission to OCWA to sell water to Granby passed the State Assembly and Senate.  Governor Paterson has now signed the bill so the sale of water is now legal. 

The Town of Granby has a new cleaning company for the Town offices and Community Center, "Falter Professional Cleaning Service."  The cost is the same as in 2008, $285.00 per month.

The Town has renewed its lease agreement for 2009 with Dog Control Officer Gail Callen for the use of her dog kennel for stray dogs she picks up in Granby.

On May 20, 2009 the Oswego County Health Department will be holding a free one (1) day school in conjunction with the New York State Department of Health.  The subjects covered will be water well construction and household septic training.  Codes Officers will receive 3.0 credit hours for in service training.

A motion was made by Councilor Richardson, seconded by Councilor Abbott to approve the renewal of a Dealer's License for 2009 for R.F. Koskowski Automotive Sales on Hannibal St., Fulton.

A motion was made by Councilor Callen, seconded by Councilor Nowyj to reaffirm the appointments of John Snow, Jr. as Deputy Historian and Co-Cemeteries Clerk and Rhonda Nipper as Co-Cemeteries Clerk for 2009.  All positions are without compensation.

A motion was made by Councilor Abbott, seconded by Councilor Richardson to remove the one EDU for Water District #3 from property at 269 S Granby Rd.  The property contains an unoccupied one room school house and there is no water tap for this property.

A motion was made by Councilor Richardson, seconded by Supervisor Williamson to remove 1 EDU from the property at 435 County Rt. 3.  Rose Anthony has been charged for 2 EDUs but only has one meter.

Resolution #17-2009 was made by Councilor Abbott, seconded by Councilor Nowyj to approve the advertising of the temporary road closing in Granby for vehicles with a gross weight in excess of four (4) tons per axle.  Such exclusion shall take effect upon the erection of signs on the highway from which such vehicles are excluded.

Reports from Committees and Town Officials

County Legislator:  The County Legislature will be presented with a report on the State of the County at their regular monthly meeting February 12th.

Dog Control Officer:  17 complaints; 1 dog picked up; 3 released; 1 dog on hand.

Assessor:  there will be no increase in assessments this year.

Historian:  Elaine Woolridge wrote a review of the events and activities of the Historian in 2008.  She continues to purge files and work on inventory.  Deputy Historian John Snow, jr. announced that because he is an employee of Wal-Mart and a volunteer Deputy Historian/Co-Cemeteries Clerk, Clay Wal-Mart is donating $250.00 in his honor to the Historian's fund.  He presented the check to Supervisor Williamson.

Zoning Board of Appeals:  will hold a special work meeting on Thursday, February 12th @ 7:00 p.m.  There will also be 2 Public Hearings at the Town Hall of Tuesday, February 24th @ 7:00 p.m.

Town Clerk/Tax Collector:  taxes are coming in steadily.  Battle Island State Park is renewing its liquor license for the spring/summer of 2009.

Youth:  an application for Youth Director has been received from Betty-Jo Dumas.  The Board agreed to interview her at 5:30 February 25th, prior to their work meeting.

Highway Superintendent:  Lynn Moyer reported that the Highway Department plowed and sanded 29 of 31 days in January.  The men are painting the interior or the highway garage.  Moyer is going to Albany with many other Highway Superintendents next month to lobby for CHIPS.  There could be as much as 39-41% cut in CHIPS allotment this year for highway repair work.  Moyer recently attended a pre-bid meeting for fuel.  If the County bid for fuel markup is higher than the bid offered to the Town, the Town does not have to participate in the County fuel program.

Codes/Zoning:  9 permits issued; 43 inspections completed.

Supervisor:  OCWA has sent general rules for use of fire hydrants for a fire department which the Supervisor has passed on to the fire departments./Beavers have built a dam on a waterway on Rathburn Rd. causing some residents well water to turn brown.  A permit has been issued by the DEC to demolish the dam and the beavers will be humanely trapped and moved to another location./ Governor Paterson has sent a letter to local government officials that grants will be reduced by 50% this year.  Granby's court grant will not be reduced because it was already approved./ The BAN for the 2005 plow truck will be renewed with HSBC at 2.88% interest.  The truck will be paid in full in 2010.

Cemeteries:  Rhonda Nipper noted that new flags will be ordered for veterans graves.  There are still holders available for the flags.

Buildings:  the Town is waiting for the second grant check so the shell of the new addition on the Town Hall can be started. 

Justices:  are working more closely with the Codes officers in regards to code violations.

Planning Board:  will meet on February 19th.  They will vote on the Dunkin' Donuts building project.  E&V Energy Co. will be submitting a site plan for a second propane tank on Johnny Cake Rd.

Payment of Town Bills

A motion was made by Councilor Abbott, seconded by Councilor Richardson to approve payment of Town bills as audited for abstract #3 in the amounts of:  $7,810.23 from General Fund; $18,694.92 from Highway Fund; $4,752.22 for water district usage; $263,385.00 from Water District #3.

Budget Director Lyman announced that the annual report is nearly finished.  He has been learning how to prepare it on the computer.
